    To ask the Secretary of State for Communities and Local Government, how many 16 and 17 year olds presented as homeless to (a) Ashfield District Council and (b) Broxtowe Borough Council in each of the last five years.

    The numbers of households with dependent children (including expected children) accepted as homeless in Ashfield and Broxtowe in each of the last five years is shown in the table below. It is not possible to give precise numbers of children in accepted households.

    The figure for Broxtowe for 2011/12 is less than five and has been suppressed to avoid the risk of disclosing personal information.

    Data are collected on the numbers of households accepted as being in priority need as a result of the applicant being aged 16 or 17. There were less than 5 such cases in Ashfield and Broxtowe during the last five years combined.

    To ask the Secretary of State for the Home Department, for how long people under the age of 18 who were transferred to a place of safety under section 136 of the Mental Health Act 1983 were detained on average in (a) a police cell and (b) a police vehicle in England and Wales in each of the last 10 years.

    The information requested is not held centrally.

    However, the use of police cells as a place of safety for all persons detained under section 136 of the Mental Health Act 1983 has more than halved since 2011/12 (when figures were first collated) as shown in the following table. A joint inspection by Her Majesty’s Inspectorate of Constabulary (HMIC); Her Majesty’s Inspectorate of Prisons (HMIP); the Care Quality Commission (CQC); and Healthcare Inspectorate Wales (HIW) (published in 2013) found that the average time that each such person spent in police custody was 10 hours 32 minutes.

    The Government intends to make provision in the Policing and Crime Bill, to be introduced in Parliament soon, to prohibit the use of police cells as places of safety for people under the age of 18, and to further limit their use in the case of adults. The maximum period for which a person may be detained pending a mental health assessment will also be reduced.

    All ducts and poles in BT’s network beyond the telephone exchange are open to other providers, under the Passive Infrastructure Access obligation imposed by Ofcom, to provide primarily residential broadband services.

    The Government works collaboratively with international partners and organisations to counter the Democratic People’s Republic of Korea’s nuclear, ballistic missile or other weapons of mass destruction-related programmes. This includes sharing information to identify persons and entities responsible for this activity in violation of UN Security Council Resolutions.

    We are unable to provide an estimate. Determining such figures is extremely difficult given the mobility of children within and between Member States, differing collection methods at different times and due to lack of registration and monitoring of children. The majority of estimates rely on partial censuses given different access rights and as such, figures can vary greatly.

    Any measures to protect children where they are attending privately run classes, including those provided on private property, rest entirely with parents. It is a matter of parental choice to allow their children to attend and to make a considered decision about the suitability of the individuals running the class.
