– 2016 Parliamentary Question to the Home Office

To ask Her Majesty’s Government whether they will take any action to evaluate the claims to asylum of Afghan interpreters formerly employed by the British Army who are currently in the Calais Jungle” camp

We carefully consider all asylum claims made in the UK, including those made by former interpreters with our armed forces in Afghanistan, but we have no obligation under the Refugee Convention to consider asylum claims outside the UK. Those who need international protection should claim in the first safe country they reach so those currently in Calais should claim in France. Where someone seeking asylum elsewhere in the EU can demonstrate they have close family members legally in the UK, they may be entitled to have their claim processed in the UK under the Dublin Regulation.

Separate schemes have existed since 2013 to assist interpreters previously employed by the UK Armed Forces. These apply only to those who have remained in Afghanistan and, in recognition of their unique and exceptional service or the danger interpreters may face because of their work, can lead to relocation to the UK if certain criteria are met.

To ask the Secretary of State for Health, whether public consultation was undertaken prior to the formation of Sustainability and Transformation Plan footprints.

The NHS Shared Planning Guidance (December 2015) asked each area to develop a proposed Sustainability and Transformation Plan (STP) footprint, engaging with local authorities and other partners on what this should look like.

The footprints were reviewed by the national bodies with regard to: geography (including patient flow); scale; fit with footprints of existing change programmes; financial sustainability; and leadership capacity.

STPs are not statutory entities but collective discussion fora which aim to bring together health and care leaders to support the delivery of improved health and care based on the needs of local populations.

The EU Erasmus+ programme provides opportunities for schools and colleges to collaborate with their counterparts in Europe, and with universities. Access to the programme after we leave the EU is a matter for the forthcoming exit negotiations.

Tom Brake – 2016 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, whether the UK is a party to the Syrian Counter Terror Agreement made by the US and Russia on 9 September 2016; whether the UK plans to provide any assistance or reconnaissance intelligence for actions taken under that agreement; and whether British forces’ operations in Iraq and Syria will be affected by that agreement.

The UK supported US efforts to reach agreement with Russia to reinstate a cessation of hostilities in Syria and will continue to work for the restoration of a credible cessation of Hostilities. The UK was not, however, a party to the US-Russia arrangement which was a purely bilateral one. While the UK would have considered seriously any requests received, we were not asked for either assistance or reconnaissance intelligence for its implementation.

Member for Carshalton and Wallington representing the House of Commons Commission, if he will provide an update on whether there are plans for a review of security protocols for the Parliamentary Estate and what communication the Serjeant at Arms office has had with relevant government departments on increasing the security of the House and the safety of staff.

It is a long-standing practice that we do not comment in public on the security of Parliament. However, I can assure the hon. Member that arrangements are kept under continual review and those working on the Estate are advised of any changes. If he has particular concerns the Parliamentary Security Director and the Serjeant at Arms would be happy to meet with him.

Lord Lea of Crondall – 2015 Parliamentary Question to the Department for Business, Innovation and Skills

In line with the Cabinet Office guidance, we will publish a final impact assessment before enactment. The Government has already published consultation Impacts Assessments alongside the public consultations that support the overall package of reforms, as well as an equality impact assessment and will publish a further Impact Assessment on the Bill before Lords Committee.

Independent monitoring groups are free to contact the Ministry of Defence through the normal means of correspondence and any credible reports of civilian casualties will be investigated.

Richard Burden – 2016 Parliamentary Question to the Department for Business, Innovation and Skills

To ask the Secretary of State for Business, Innovation and Skills, what steps his Department has taken to ensure the (a) maintenance of and (b) appropriate location for public weighbridges.

a) Public weighbridges are regulated under the Weights and Measures Act 1985 and the Non Automatic Weighing Instrument Regulations 2000. It is the responsibility of the owner of the instrument to ensure that it is maintained and continues to operate in line with the legal requirements for accuracy. Local Weights and Measures Authorities (LWMAs) are responsible for enforcement of weights and measures requirements and undertake enforcement using a risk based approach. The National Measurement and Regulation Office (NMRO) issues risk ratings for equipment for use by LWMAs which is updated each year and have rated weighbridges as high risk equipment.

b) The operation of public weighbridges is a commercial service and their location will be a commercial decision for the operators concerned.
