To ask the Secretary of State for Communities and Local Government, how much of his Department’s budget has been allocated to addressing overcrowding in housing in each of the last five years.

The Government believes that increasing supply of housing is the best way to tackle overcrowding.
Last year, net additions to supply of housing increased by 25% on the previous year, the highest increase for 28 years.
In the recent Spending Review, and in the Prime Minister’s announcement of 4 January this year, we have announced the biggest affordable housing programme since the 1970’s, aimed at bringing land into the system, increasing rates of build out, increasing opportunities for home ownership, and delivering a step change in housing supply.
We have also provided £6.7 million to a number of local authorities to help them tackle acute and complex problems associated with rogue landlords, many of whom rent out overcrowded properties.

To ask the Secretary of State for Health, what assessment he has made of the potential effect on patient care of reductions in funding of HIV support services from April 2016.

Decisions on funding and access to social care support services for people with HIV are made by local authorities. The Care Act 2014 sets out the legal framework for social care in England, and this applies to all adults with support needs including those living with HIV.
Diagnosed early most people with access to HIV treatment can expect a near normal life expectancy. Public Health England monitors the results of individuals receiving NHS HIV treatment. In 2014, 91% of people attending for care were receiving antiretroviral (ARV) treatment of which 95% were virally suppressed and very unlikely to be infectious to others. The United Kingdom is already ahead in meeting two of the three ambitious UNAIDS 90/90/90 global goals of 90% of people with HIV being diagnosed, 90% on ARV treatment and 90% viral suppression for those on ARV treatment by 2020.

The matter is being taken forward by the Financial Conduct Authority (FCA) which has appointed firms to conduct an independent “skilled persons” review of RBS’s treatment of business customers in financial difficulty and the allegations of poor practice set out in Lawrence Tomlinson’s report. The review is complex and is still ongoing. The FCA expects to make an announcement about the outcome of the review later this year.

The Government regards the Tibet Autonomous Region as part of the People’s Republic of China. We do have concerns about rights and freedoms in Tibet. We urge the Chinese authorities to respect freedom of religion, expression and association in Tibet in line with China’s constitution and the international frameworks to which it is a party.

The Ministry of Defence is continuing to review our estate to ensure it is smaller and more sustainable, this will allow us to focus on delivering future Defence capability and has enabled the investment in sites such as Lossiemouth and Faslane.
Whilst no decision has been made on the future of Kinloss Barracks, Scotland will continue to be a vital home for our Armed Forces. However Scotland, like the rest of the UK, must expect some sites to close as well as investment in these other locations.

The UK recognises Kenya’s commitment to human rights as set out in Kenya’s 2010 Constitution and Bill of Rights, and demonstrated through its implementation of recommendations from its United Nations Universal Periodic Review in 2015.
We welcome recent reforms such as the announcement by President Kenyatta on 24 October that all death sentences have been commuted to life terms. We encourage the government to take steps formally to end the death penalty in Kenya.
