To ask the Secretary of State for Education, how many teachers there were in (a) state and religious schools, (b) academies and (c) free schools in Burnley in (i) 2010, (ii) 2011, (iii) 2012, (iv) 2013, (v) 2014 and (vi) 2015.

The following table provides the head count and full-time equivalent (FTE) number of teachers in (a) Local Authority maintained schools and (b) free schools in Burnley in (i) 2010, (ii) 2011, (iii) 2012, (iv) 2013, and (v) 2014. There were no academy schools open in Burnley during 2010 to 2014. 2015 data will be available in June 2016.

Information on the number of children with an Education, Health and Care (EHC) plan by local authority in January 2015 based on the SEN2 return is available on GOV.UK in the Statistical First Release ‘Statements of SEN and EHC plans: England 2015’: https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2015 (Table 3).

This data is collected at local authority level and cannot be disaggregated to constituency level.

Data for January 2016 will be published on 26 May 2016.

Jake Berry – 2016 Parliamentary Question to the Department for Business, Innovation and Skills

To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to facilitate customers switching suppliers in consumer markets.

We are taking action to make it quick and easy to switch suppliers. Last year, we published six switching principles, urging industry to improve their processes.

The Government has challenged the mobile phone operators to unlock handsets for free, and the major operators have committed to doing so.

We are also legislating for easier switching in the communications markets in the Digital Economy Bill.

Between 1 January 2015 and 31 August 2016 the Department for International Trade (former UK Trade and Investment, Business, Innovation and Skills Trade Policy Group and UK Export Finance) commissioned 21 studies to external organisations which have not yet been published. The table attached contains the details. Information with regards to the value of the project cannot be disclosed until the projects are completed.

Lord Donoughue – 2015 Parliamentary Question to the Department for Energy and Climate Change

To ask Her Majesty’s Government, in 2014, what percentage of the International Climate Fund was spent on (1) low carbon development, compared to the original target of 30 per cent, and (2) adaptation, compared to the original intention of 50 per cent.

The original thematic splits for the International Climate Fund (ICF) were revised in 2013 as part of a strategic review of the Fund. The revised goals are for a 50:50 split over the 2011/12 – 2015/16 Spending Review period between low carbon development and adaptation, with forestry contributing equally to both themes.

As reported in the International Commission on Aid Impact (ICAI) report in 2014, at the end of the 2013/14 financial year, the ICF had spent 45% of its budget (£1.75bn), with 56% going towards mitigation, 28% on adaptation and 16% on forestry. In 2014 the International Climate Fund spent a total of £880m, with 41.8% on low carbon development and 42.3% on adaptation. The remaining spend was mainly directed at forestry programmes, with a small amount categorised as cross-cutting.

Mark Pritchard – 2015 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, who his Department has consulted on the development of the UK’s Air Power Doctrine; and when he expects to publish that doctrine.

Work will commence on the next UK Air and Space Doctrine in the summer of 2016 and it is expected to be published in 2017. As with the previous version published in 2013, the RAF will consult widely across Defence as well as in the academic community. Research will draw on similar work from sources such as NATO and the United States Air Force.

In addition, the Development Concepts and Doctrine Centre (DCDC) will review the related Joint Doctrine Note (JDN): The UK Approach to Unmanned Systems. The intention is to publish the revised doctrine by autumn 2016.

To ask the Secretary of State for Defence, what steps the Government is taking to reduce the number of fraudulent compensation claims against Armed Forces personnel in Iraq.

The Government is committed to action to bear down on unmeritorious litigation of all kinds against the Armed Forces, and will be announcing its proposed course of action in due course. Accusations must be investigated, but where they are found to be fraudulent, or where relevant information is withheld, we will robustly defend the reputation of the Armed Forces and the interests of the taxpayer. We welcome the decision of the Solicitors Regulation Authority to refer one firm of solicitors heavily involved in bringing claims from Iraq to the Solicitors Disciplinary Tribunal.

Chris Law – 2016 Parliamentary Question to the Home Office

To ask the Secretary of State for the Home Department, whether staff working at the HM Passport Office site in Dundee will be (a) offered alternative employment or (b) made redundant.

Her Majesty’s Passport Office is committed to avoiding the need for redundancies, and if at all possible, will seek to find suitable alternative employment for the staff either within the Home Office or the wider Civil Service.

If no suitable alternative employment can be found for the staff, then they will be offered voluntary redundancy terms in line with the current Civil Service Compensation Scheme.

An offer of a voluntary early exit has already been made should staff not wish to continue their careers within the Civil Service.

Julian Sturdy – 2016 Parliamentary Question to the Department for Environment, Food and Rural Affairs

To ask the Secretary of State for Environment, Food and Rural Affairs, if she will take steps to mitigate the potential effect on rural businesses of the proposed changes to the Environmental Permitting (England and Wales) Regulations 2010 concerning the burning of waste oil.

The changes referred to do not amend the Environmental Permitting (England and Wales) Regulations 2010. The changes made are to the ‘Environmental Guidance On Waste Incineration’, which now clarifies that small waste oil burners used to burn waste oil must meet the requirements of Chapter IV of the Industrial Emissions Directive or switch to non-waste fuels. Barry Sheerman – 2016 Parliamentary Question to the Department for Education

To ask the Secretary of State for Education, what estimate her Department has made of the capital and revenue costs of free schools that (a) have been provided to date, (b) are to be provided in 2016-17 and (c) are projected to be provided between 2017 and 2020.

The Department for Education’s accounts show that the total capital spend on free schools up to the end of 2013-14 was £1.029bn; the accounts for following years will be published in due course. The capital costs of individual projects are published once contracts are finalised and are no longer commercially sensitive. They are published, along with the costs of sixteen projects in London and one project in Kirklees, on GOV.UK at: https://www.gov.uk/government/publications/capital-funding-for-open-free-schools

The total pre- and post-opening revenue expenditure for free school projects that opened in 2011 to 2013 is also published on GOV.UK at: www.gov.uk/government/publications/revenue-expenditure-for-free-schools

We plan to publish updated revenue expenditure for free schools that were opened in 2014 and 2015 within the next few weeks. This data will be updated annually each Autumn.
