    To ask the Secretary of State for Health, what steps his Department is taking to ensure people affected by historical hepatitis C and HIV-infected NHS blood treatments have their views adequately heard in its consultation entitled Infected blood: reform of financial and other support, published in January 2016; and if he will make a statement.

    All those registered with the existing support schemes have been sent letters to make them aware of the consultation. The letter provides details of how to access the consultation both online and in hard copy. Letters were also sent to almost 180 hon. Members who have raised the issue on behalf of their constituents over the past year, to ask them to encourage their constituents to respond.

    The consultation contains a number of questions to allow people to share their views on the proposals and invites other suggestions.

    To ask the Secretary of State for Health, what guidance his Department has issued on the length of time a patient should expect to wait between a telephone consultation taking place and being given an appointment to see their GP.

    There is no central guidance to general practitioner (GP) practices on waiting times for telephone consultations.

    GPs can conduct telephone consultations with patients if they feel it is appropriate to do so. This could remove the need for the patient to go on to have a face to face consultation, however, it is for the GP to use his or her clinical judgement to decide if and when a face to face consultation should take place, and for the patient to decide if they wish to attend.

    This Government is committed to improving access to GP consultations and the Prime Minister’s GP Access Fund encourages practices in the schemes to use innovative methods to provide appointments to patients.

    On 11 April, the National Security Adviser (NSA) discussed the recent upsurge in fighting in Nagorno-Karabakh with senior Russian officials in Moscow. The NSA expressed concern about the recent violence and support for the OSCE Minsk Group’s efforts to reach a negotiated peace settlement. The British Embassy in Moscow will follow up these discussions with Russian counterparts at working level.

    The Chancellor has regular discussions with Government colleagues, including the Home Secretary, on a range of different issues. As the Chancellor said at the Lord’s Economic Affairs Committee the Government will not accept uncontrolled free movement of people but will continue to facilitate the movement of highly skilled people, including in financial institutions.

    To ask Her Majesty’s Government what consideration they have given to new evidence suggesting that their current campaign to reduce salt intake could be too generalised.

    The evidence base relating to dietary sodium intake was extensively reviewed in the Scientific Advisory Committee on Nutrition’s (SACN) report ‘Salt and Health’, published in 2003. In reviewing the evidence, SACN noted that the greatest benefits were likely to be achieved by taking a population approach to reducing salt intakes rather than through individual targeted advice.

    The SACN continues to monitor average salt intakes through a programme of dietary survey work.

    New voluntary salt reduction targets have been developed for 76 specific food groups that contribute most to people’s salt intakes and major retailers, manufacturers and caterers are working to meet these targets by December 2017.

    The SACN has also reviewed the evidence around the impact of low sodium intakes. It found no basis for changing the existing recommendation for a target reduction in average salt intake to 6 grammes per day for the adult population, equivalent to 2.4 grammes per day of sodium.

    The Government is a strong supporter of the UN-facilitated settlement process, and will do whatever we can to help. On 19 November the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge, visited Cyprus and met President Anastasiades and Mr Akinci, commending both for their courageous leadership and urging them to take the bold steps needed to secure a historic agreement. As the Secretary of State said last week, there now exists a ‘real opportunity’ to end four decades of division on the island.

    To ask the Secretary of State for Defence, how many staff in his Department worked on proposals to make the Defence Infrastructure Organisation government-owned contractor-operated in (a) 2011-12, (b) 2012-13, (c) 2013-14 and (d) 2014-15.

    The Defence Infrastructure Organisation (DIO) has been led by a Strategic Business Partner (SBP) since September 2014. The SBP contract allowed for the Ministry of Defence (MOD) to instruct the incorporation of DIO as a Government-owned company (GovCo), subject to a value for money review.

    I announced the conclusions of the review in my written statement of 10 December 2015 (Official Report, columns 55-56WS). The GovCo model would have been led by the SBP but 100% owned by the Secretary of State for Defence. A GovCo is distinct from a Government-owned contractor-operated organisation (GOCO) which has a different legal construct. The MOD has never proposed for the DIO to become a GOCO.
