    The Health and Social Care Information Centre collects data on the number of staff working in National Health Service hospital and community health services in England.

    Nationality is a self-reported field within the NHS electronic staff record system. Of those individuals who declared their nationality, 1,050,034 (93.5%) are European Union nationals (this includes 994,693 British nationals and 55,341 other EU nationals). There are a further 73,681 (6.5%) non United Kingdom and non EU nationals.

    Public Health England (PHE) is producing a liver disease framework which will outline PHE’s wide range of work contributing to the prevention of liver disease and improved wellbeing for patients with liver disease. PHE is working closely with NHS England, The Lancet Commission and liver disease charities to support improvements in the quality of care for liver disease patients through the provision of information to support decision making.

    To ask the Secretary of State for Health, what assessment he has made of the implications for his Department of findings of Health Education England’s briefing paper on its inspection visit to North Middlesex University Hospital NHS Trust’s emergency department in March 2016.

    We understand that no announcement has been made by Health Education England (HEE) about ceasing postgraduate training in North Middlesex University Hospital NHS Trust’s emergency department.

    We are determined to make the National Health Service the safest and most transparent healthcare system in the world, transforming patient safety and changing the culture of the NHS to support patients and doctors alike.

    Patient safety is the key concern of the Government. HEE’s role is to ensure that trainees have access to safe, high quality learning. Excellence in healthcare education leads to safe, high quality care for patients in both the short term and the long term.

    HEE continues to work with the Trust, NHS Improvement, NHS England and the General Medical Council (GMC) to support the Trust and ensure it has an achievable action plan for trainees to meet GMC standards.

    HEE has required the Trust to have sufficient middle grade and senior cover so that junior doctors are appropriately supported. The Trust has appointed a Clinical Director to lead the improvement work required. Enhanced oversight arrangements imposed by NHS Improvement and NHS England will ensure that rotas are safely staffed. Additional support has been provided to the Trust by other NHS organisations.

    To ask the Secretary of State for Health, what estimate he has made of the number of public-access defibrillators located in (a) Coventry, (b) the West Midlands and (c) England; and if he will make a statement.

    No estimate has been made of the number of public-access defibrillators located in Coventry, the West Midlands and England or of the number of people who have taken part in coronary pulmonary resuscitation training delivered by the National Health Service.

    We recognise that better provision of defibrillators and increasing the number of people trained in cardiopulmonary resuscitation could help save more lives of those who have a cardiac arrest outside a hospital setting.

    That is why the Chancellor announced in the budget in March that the Government is making available another £1 million to make public access defibrillators and coronary pulmonary resuscitation training more widely available in communities across England. This builds on last year’s funding of £1 million, which provided almost 700 more publicly accessible defibrillators in communities across England and increased the numbers of people trained in cardiopulmonary resuscitation.

    Details on how this second tranche of the funding can be accessed will be available in due course.

    As set out in my answer of 20 July 2015 (HL1111), currently, there are no plans to review extant Acts of Parliament to ensure that the right of freedom of expression is not being restricted.

    The Government will be bringing forward proposals for a Bill of Rights to protect fundamental human rights, but also prevent their abuse and restore some common sense to the system.

    To ask the Secretary of State for Health, what information his Department holds on the number of psychological therapists employed by the NHS who experienced workplace-related stress in each of the last five years.

    All National Health Service trusts are required take account of and involve patients and the public in the way they plan and provide services. Transforming Participation in Health and Care, published September 2013, sets out the legal duties on NHS Commissioners to both involve patients in their own care and to involve the public in the way they commission services. The Commissioning organisation should ensure that providers they commission to provide services have suitable arrangements in place to involve patient and the public.

    In addition NHS foundation trusts have specific responsibilities to involve their members and local communities usually through the appointment of Governing Body members. Trusts have their own arrangements as to how they make arrangements to involve their patients, carers and communities. Details of the arrangements would usually be available on the trust website.

    Health Education England (HEE) has responsibility for training new therapists and high intensity training. In 2015/16, the budget was £22.0 million to support 1,031 trainees. These trainees provide supervised practice alongside college attendance. There may also be some workforce development funding used to further develop people working in such services, however, HEE does not code its workforce development expenditure to the degree of detail to separately identify this.

    Data is not collected centrally on the number of psychological therapists employed by the NHS who experienced workplace-related stress in each of the last five years.
