The Government has incurred approximately £50,626 in legal costs in the Court of Appeal proceedings in the case of Rutherford and others v Secretary of State for Work and Pensions and A v Secretary of State for Work and Pensions [2016] EWCA CIV 29.
It should be noted that this figure includes VAT where this is payable (e.g. on Counsel’s fees) but does not include costs attributable to the time spent by Government advisory lawyers on this case, as time spent by such advisory lawyers is not recorded in a manner that allows it to be attributed to individual cases.

To ask the Secretary of State for Transport, what discussions his Department has had with London Underground (LU) on the effect on passenger safety of reducing staffing on LU.

The Department’s Ministers and officials have regular meetings with Transport for London (TfL) where many issues are discussed, including TfL’s plans to change the way Underground stations are operated and staffed, and to improve the service they provide to customers. I am assured that the changes introduced by TfL will not have a detrimental impact on passenger safety.

To ask the Secretary of State for Education, with reference to paragraph 1.89 of the Budget 2016, whether nursery schools are included in the plans to convert all schools to academies; how she expects the changes announced in the Budget 2016 to affect nursery schools; and if she will make a statement.

The expectation that all schools should become academies by 2020, set out in the 2016 Budget, did not include the early years. The government has already announced an ambitious plan to transform early years provision so that working families can receive 30 hours free childcare.
The consultation on the National Funding Formula for schools sets out the government’s plans for replacing the arbitrary and unfair system for allocating primary and secondary school funding with a fairer system. Later this year, we will consult on proposals for a fairer funding system for all of the early years.

To ask the Secretary of State for Health, what assessment has been made of the causes of regional variation in liver disease outcomes in England.

Public Health England (PHE) has developed and publishes liver disease profiles for all local authorities in England. The profiles provide support to local areas to understand liver disease and its risk factors in their area. They present key local statistics and highlight questions to ask locally about current action to prevent liver disease.
The Local Authority Liver Disease Profiles demonstrate geographical variation in the main risk factors: alcohol, obesity, hepatitis B and C which explain some of the regional and local authority variations in outcome. Experts at PHE in these three areas regularly review these statistics and the evidence for intervention. The profiles demonstrate that there are widespread opportunities to reduce mortality from liver disease prevention.
PHE is also updating the 2013 NHS Atlas of Variation in Healthcare for People with Liver Disease highlighting variations in risk factors, health services and outcomes.

Syrians entering the United Kingdom under the Vulnerable Persons Relocation scheme receive an initial 12 month support package, including accommodation, integration support and English language tuition. Local Authorities are actively engaged in this process. Those participating in the scheme will be able to work and will have access to some benefits (depending upon their individual circumstances and the eligibility criteria for those benefits).

The Government takes insurance fraud very seriously and has taken significant action in this area to protect consumers.
The Government set up the Insurance Fraud Taskforce in January 2015 to investigate the causes of fraudulent behaviour and recommend solutions to reduce the level of insurance fraud, including household and vehicle insurance scams, in order to ultimately lower costs and protect the interests of honest consumers. Its interim report was published in March 2015 and a final report will be published shortly.

To ask the Secretary of State for Health, pursuant to the Answer of 1 December 2015 to Question 18011, when he plans to announce the successful bids for the Homelessness Change/Platform for Life programme.

The results of the Homelessness Change/Platform for Life programme bidding process were announced on 22 December 2015. Bids worth £42.1 million were awarded for 14 projects in London and 60 in the rest of England. The programme runs for two years – from 2015-16 to 2016-17.
