    To ask the Secretary of State for Health, what discussions his Department has had with NHS Supply Chain on that organisation’s decision on the choice of urine drainage bags available through the NHS Core List Programme.

    The NHS Supply Chain Core List Programme was developed in collaboration with NHS Business Services Authority and the Department. The Core List aims to achieve best value by reducing the range of like-for-like products that the National Health Service purchases. This allows the NHS to commit to larger volumes of a smaller range of products which in turn allows suppliers to provide improved prices to the NHS as greater economies of scale in manufacturing can be achieved.

    Items identified as ‘Core List’ have been reviewed and assessed by a selection of industry specialists, clinical advisors and customers. Products not included in the NHS Core List are not discontinued and are therefore still available for purchase via the wider NHS catalogue offered by NHS Supply Chain.

    Ultimately, decisions with regard to which urine drainage bag to purchase lies with the procurement team for each individual NHS trust.

    To ask the Secretary of State for Business, Energy and Industrial Strategy, whether electricity companies are required to provide financial compensation to business customers who are affected financially by delays in connection to the electricity network.

    Electricity network companies are required, under specified circumstances, to make a payment to business customers where agreed connection dates are missed. For distribution connections these arrangements are covered by the Guaranteed Standards of Performance.[1] For transmission connections any payment to the customer for late delivery of a connection would be set out in the customer’s bilateral connection agreement.

    To ask Her Majesty’s Government what plans they have to assess the number of people earning less than £11,000 a year who are auto-enrolled or paying into net pay arrangement workplace pension schemes.

    The Pensions Regulator provides guidance to employers on choosing a pension scheme for their staff in order to discharge their statutory obligations under automatic enrolment. This guidance covers the choice between net pay and relief at source schemes, and the implications of net pay schemes for employees who do not pay tax.

    The Government’s latest analysis of the eligibility of workers for automatic enrolment was published on 13 October 2016 in ‘Workplace Pensions: Update of analysis on Automatic Enrolment’. Information on age and earnings breakdowns for all workers can be found in table 3a on page 6, and is available in the report titled: Workplace pensions: Update of Analysis on Automatic Enrolment 2016, which is available on the gov.uk website.

    The Government does not collect data on the number of workers earning less than the personal allowance who are also members of pension schemes that operate a net pay system. The Government does not hold employee level data on employees enrolled in net pay pension schemes, as such schemes are not obliged to report pension contributions to HM Revenue and Customs. The Government does not therefore hold information on the value of tax reliefs paid out to employees in net pay schemes.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Ahmad of Wimbledon on 16 September (HL2047) regarding the Committee on Toxicology’s advice about toxic chemicals in food and the environment, when they intend to write to the members of both Houses.

    The Department for Transport’s officials are cooperating with the Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment regarding the letter that clarifies the Committee’s position on cabin air. This is to ensure the Committee’s advice is represented in full and with clarity. The letters will be sent to the Members of both Houses imminently, certainly in November.

    To ask Mr Chancellor of the Exchequer, if he will bring forward plans to develop a formula to allocate the Homelessness Protection Grant according to the levels of homelessness and rough sleeping in local authorities.

    The allocation of Homeless Prevention Grant has developed over many years to take account of different kinds of pressures, including rough sleeping and statutory homelessness.

    Since 2013-14 support for preventing homelessness has been included in the annual Local Government Finance Settlement, split between Revenue Support Grant and retained business rates. Revenue Support Grant and retained business rates are not ring-fenced. It is up to individual authorities to decide how grant funding should be spent in order to deliver local services.

    The referrals are made by HMRC officers when they suspect or discover evasion. The process is designed to escalate this type of case to a specialist team for review. If the case is not adopted by one of these teams it is returned to the referring officer to continue the investigation.

    Her Majesty’s Courts & Tribunals Service (HMCTS) follows Ministry of Justice and Cabinet Office guidelines for the delivery of data protection training and aims to meet these requirments each year. HMCTS staff are mandated to complete annual Information Assurance training, which includes actions to take in respect of a data protection breach/data incident.

    Copies of the Data Protection Statement, use of personal data under the Data Protection Act, Information on protecting information, and managers toolkit will be deposited in the House library.

    The General Secretariat of the Council does not publish statistics on numbers of permanent staff by nationality. As of April 2015, our records show there were 53 British citizens working at administrator grade level in the General Secretariat of the Council, representing 1.5% of approximately 3500 total staff employed by the General Secretariat in 2015.

    Local authorities lead the process for the consideration of planning applications for shale gas exploration under the Town and Country Planning regime. Under this regime an applicant has a right of appeal to the Secretary of State for Communities and Local Government in clearly specified circumstances. The Government has taken steps to ensure this locally led regime is effective, as set out in Written Ministerial Statements of 16 September, HCWS201 and HCWS202. Community involvement in planning applications and people’s safety and the environment will remain paramount.

    Counter-terrorism is an area on which we are keen to work closely with the Maldivian Government. I discussed this with representatives of the Government, including President Yameen, during my visit to the Maldives in January 2016. Most recently, in April 2016, a group of Maldivian police officers visited the UK to discuss further cooperation.
