    To ask the Secretary of State for Education, if she will make applications for EU structural funds for the purposes of alleviating pressure on school places caused by migration from other EU countries.

    The Government has no plans to make applications for EU structural funds to support investment in additional school places.

    We have committed £23 billion to create 600,000 new school places, open 500 new free schools and address essential maintenance needs between 2016 and 2021. This includes sufficient funding to create the places required between now and the 2021/22 academic year.

    To ask the Secretary of State for Health, whether the Care Quality Commission has conducted an impact assessment of the proposed changes to the contract of Experts by Experience.

    The Care Quality Commission (CQC) is the independent regulator for health and adult social care. The CQC is responsible for its own staffing requirements, including any decisions on contracts around the supplying of experts by experience for its inspections of providers.

    In line with Cabinet Office approvals processes, the Department:

    – gave approval for the CQC to invite tenders for the Experts by Experience programme; and

    – having sought and received clarification of the business case from the CQC, the department approved the business case, to enable the CQC to proceed with finalising new contracts for Experts by Experience.

    Regulatory impact assessments for the Experts by Experience programme were carried out by the CQC as part of the development of the new regulatory framework in 2014.

    To ask Her Majesty’s Government how many UK citizens have been prosecuted for non-payment of taxes in the last 10 years; and how many of these were prosecuted for avoiding paying £1,000 or less.

    The smallest amount of revenue loss prevented in respect of individuals prosecuted between 2011/12 and 2014/15 is £162. The person prosecuted was a member of aircrew who attempted to bring 600 cigarettes into the UK without declaring them, thus attempting to evade the correct excise duty on them. Aircrew are deemed to hold privileged positions due to their unrestricted airport access and HM Revenue and Customs has a zero tolerance approach to prosecution should they not declare dutiable goods when entering the UK.

    We are aware of reports of the alleged use of Cluster Munitions by the Coalition in Yemen . We have raised this issue with the Saudi Arabian authorities and, in line with our obligations under the Convention on Cluster Munitions, continue to encourage Saudi Arabia, as a non-party to the Convention, to accede to it.

    I have not had any meetings with the Equality and Human Rights Commission (EHRC) to discuss its employment of disabled people.

    The Office for Disability Issues has frequent communication with the EHRC who are observers at the bi-annual Fulfilling Potential Forum that I chair which is attended by a range of disability-related stakeholders. Officials from the Office for Disability Issues are also in regular contact with the EHRC in relation to the UN Convention on the Rights of Disabled People, attending quarterly Treaty Monitoring review meetings.

    To ask Her Majesty’s Government whether they have plans to reduce noise on public highways, and if so, when they plan to implement those plans.

    The Department for Food and Rural Affairs (DEFRA) set out plans to reduce noise from public highways in Noise Action Plans, which were published in January 2014. Road traffic noise is covered in the “Noise action plan for roads (including major roads)” and the “Noise action plan for agglomerations.”

    These identify “noise important areas” and highway authorities are required to assess whether any mitigation is required at each noise important area. Highways England is in the process of mitigating at least 1,150 noise important areas by 2020, as part of the £300m Environment Fund in the Road Investment Strategy.

    To ask the Secretary of State for Energy and Climate Change, how many times the National Grid has used the demand side balancing reserve in each of the last 10 years.

    The Demand Side Balancing Reserve (DSBR) was introduced by National Grid ahead of winter 14/15 to help manage electricity margins ahead of the introduction of the Capacity Market in 2018/19. Since its introduction, the DSBR has only been despatched on one occasion.

    Both last year and this year, National Grid will have instructed units within the DSBR as part of testing their capability to ensure they are able to achieve the level and speed of turn-down for which they are contracted.

    To ask the Secretary of State for Health, what estimate he has made of when lens implants to prevent age-related macular degeneration will be available on the NHS.

    No such estimate has been made. Clinical commissioning groups are responsible for the commissioning of ophthalmic services in secondary care. Where National Institute for Health and Care Excellence guidance does not exist on a particular treatment, it is for commissioners to make funding decisions based on an assessment of the available evidence and on the basis of an individual patient’s clinical circumstances.

    NHS Commissioners are required to have in place clear and transparent arrangements for local decision-making on the funding of treatments and for considering exceptional funding requests.

    Support for people experiencing acute stress is available through the improving access to psychological therapies programme which aims to help adults with common mental health conditions to recover. The programme uses a stepped care approach in which patients with higher need are referred for more intensive treatment.

    To ask the Secretary of State for Energy and Climate Change, what assessment her Department has made of the number of jobs that will be created by the construction phase of (a) the new nuclear build at Moorside and (b) Solway Firth Tidal Lagoon project in West Cumbria.

    Nugen is proposing to build three AP1000 reactors at Moorside in Cumbria. Nugen have indicated that Moorside would bring at least £10 billion of investment into the UK with estimated peak on-site employment of up to 6,000 during construction.

    Regarding the Solway Firth Tidal Lagoon, the proposed project is in the early stages of development. It is too early to say how many jobs could be created.
