To ask the Secretary of State for the Home Department, what guidance her Department plans to issue to local authorities on their responsibilities to resettle Syrian refugees in the second to fifth year of resettlement.

The Department for Communities and Local Government and the Home Office work with councils to resettle refugees in the UK.
It is for each local authority to decide what type of support is required for each resettlement case. A funding instruction covering Years 2- 5 of the scheme is to be issued to local authorities shortly, which includes examples of how funding can be spent. It also explains how councils can claim funding from the exceptional cases fund.

The Secretary of State has not had any meetings with Northern Ireland’s Minister for Education to discuss the grading system for GCSEs in England. Her predecessor discussed reforms to GCSEs in England with John O’Dowd (Minister for Education, Northern Ireland) and Leighton Andrews (Minister for Education and Skills, Wales) in May 2013.
Department for Education officials have regular meetings with officials from the devolved administrations in Northern Ireland and Wales, as well as the regulators Ofqual and Qualifications Wales, to discuss the qualification reforms taking place in England, Northern Ireland and Wales.

The nuclear deterrent is the cornerstone of the UK’s defence security policy. Maintaining the UK’s defence nuclear enterprise supports over 30,000 jobs across the UK and makes a significant contribution to the economy.
In the UK, four key suppliers directly support the delivery of the Trident programme. The Atomic Weapons Establishment (AWE) managed and operated by AWE Management Limited is based in Aldermaston and Burghfield; BAE Systems Maritime-Submarines at Barrow-in-Furness; Babcock at Devonport; and Rolls-Royce at Raynesway, Derby. There are thousands of jobs sustained across these sites.
There are also 6,800 Ministry of Defence (MOD) civilian and Royal Navy jobs at Her Majesty’s Naval Base Clyde including contractors from Babcock, Lockheed Martin UK and Rolls-Royce. This figure is due to grow to 8,200 in the 2020s. Rolls-Royce also operate the site at the Vulcan Naval Reactor Test Establishment, Dounreay, supporting the Trident programme and other nuclear-powered submarines. Also the Defence Equipment and Support’s military and defence civilian personnel are based at MOD Abbey Wood and other sites in the UK.
The ability of these key areas to deliver their programmes depends heavily on an extensive network of sub-contractors who are working indirectly in support of the Trident programme.

To ask Her Majesty’s Government whether, prior to the change of terms and conditions attached to all grant agreement letters issued by public-sector grant providers to recipients of grant funding being announced by the Cabinet Office on 6 February, due diligence was undertaken to ensure that that policy complies with Article 5.3 of the World Health Organisation Framework Convention on Tobacco Control.

Article 5.3 of the World Health Organisation Framework Convention on Tobacco Control requires governments to protect public health policy from the commercial and other vested interests of the tobacco industry. The grant funding clause announced on 6 February 2016 helps protect the taxpayer by ensuring that grants are only used for the purposes for which they are intended. It is therefore entirely consistent with the aforementioned Article.

To ask the Secretary of State for International Development, what steps the UK is taking to support the provision of climate risk insurance to people who are most vulnerable to the impact of climate change; and how much funding she plans to allocate to such support.

The UK is a leader in climate risk insurance and is committed to contributing to meeting the G7 “InsuResilience” collective target set out in the Elmau declaration of helping up to an additional 400 million people in the most vulnerable developing countries to gain access to climate risk insurance by 2020.
Recent UK support for the provision of climate risk insurance includes contributions of up to £100m to African Risk Capacity (ARC), up to £15m for the Pacific Catastrophe Risk Assessment and Financing Initiative, £5m to help developing countries with disaster contingency planning backed by risk finance, £3m of technical support to the Government of the Philippines to help them implement their financial protection and insurance strategy, and £1.4m to support livestock insurance for pastoralists in Kenya.

To ask the Secretary of State for Work and Pensions, what estimate his Department has made of the proportion of members of master trust pension schemes who are enrolled in schemes subject to the master trust assurance framework.

Over 90% of the total memberships within master trust schemes are in master trusts that are signed up to the master trust assurance framework.
This is a performance indicator for the Pensions Regulator and the result will be published in their next annual report and accounts.
