    To ask Mr Chancellor of the Exchequer, pursuant to the Answer of 19 April 2016 to Questions 33571 and 33572, how many tax auditors HM Revenue and Customs provided to Tax Inspectors Without Borders in each year since 2009-10.

    The UK’s first Tax Inspectors Without Borders Agreement was signed in December 2015. A partnership agreement was signed with Lesotho committing the UK to a two and a half year programme of assistance. Two HMRC tax experts will be providing support under this Agreement.

    To ask the Secretary of State for Defence, what estimate he has made of the cost of training UK crew and maintenance personnel for the P-8 Poseidon aircraft to be procured by the UK; and where he expects that training to take place.

    The training programme for UK crew and maintenance personnel for the P-8 Poseidon, once it has been procured, is currently being developed. Consequently, no costs are currently available.

    Training for the P-8 Poseidon aircraft will initially be undertaken at Naval Air Station, Jacksonville, USA, from 2018 prior to relocating to RAF Lossiemouth at a future date.

    The Government takes its arms export responsibilities very seriously. The test applied to an export licence application is whether the proposed export complies with the Consolidated EU and National Arms Export Licensing Criteria. We carefully assess each licence application against these Criteria and will not grant a licence if to do so would breach the Criteria.

    To ask the Minister for the Cabinet Office, how he plans to implement his policy on local authority procurement policies in relation to boycotts, divestments and sanctions against other countries and the UK defence industry announced on 3 October 2015.

    Cabinet Office will shortly issue guidance that reminds public authorities of their international obligations when letting public contracts. Foreign policy is not a matter for local authorities. The guidance will make clear that boycotts in public procurement are inappropriate and may be illegal, outside where formal legal sanctions, embargoes and restrictions that have been put in place by the Government.

    In his Autumn Statement, the Chancellor announced more than £300m was being made available for cycling. The Government will set out its investment plans in the Cycling and Walking Investment Strategy, to be published summer 2016.

    To ask Her Majesty’s Government what action the Human Fertilisation and Embryology Authority is taking, if any, following the reports that one 41-year old man has fathered up to 800 children by providing his gametes to women seeking to become pregnant.

    According to media reports, this particular case concerns private arrangements made between individual women seeking sperm for home insemination and the man providing the sperm. There is no third party involved. Such private arrangements between a man and a woman are not regulated. We understand that there is also no evidence to support the claim of up to 800 children having been born.

    It is important that women seeking sperm donation treatment fully understand the benefits of using clinics licensed by the Human Fertilisation and Embryology Authority.

    The Government is determined to crack down on fraud and the compensation culture.

    The Government recognises that offers to settle made to claimants without medical evidence may encourage opportunistic and fraudulent claims. The Government introduced new court rules in October 2014 to discourage such offers and we continue to keep the matter of third party capture, including the impacts on motor premiums, under review.

    To ask Her Majesty’s Government what types of commercial agreements NHS England and NICE will be required to consider as part of the conditional approval route in the new Cancer Drugs Fund.

    NHS England has advised that it intends to publish new detailed standard operating procedures for the Cancer Drugs Fund (CDF) by June 2016. These will include any further general details concerning the nature of managed access agreements associated with a drug’s entry into the Fund.

    The Accelerated Access Review (AAR) is actively engaging with NHS England to ensure alignment between the work of the review on speeding up access for National Health Service patients to innovative and cost effective new medicines and the CDF. The AAR is looking at the capability of the National Institute for Health and Care Excellence, NHS England and the Department to support innovative pathways for the assessment, adoption and reimbursement of treatments.
