    I remain concerned by reports of the persecution of religious and other minorities in Pakistan. We regularly raise our concerns about the protection of vulnerable groups, including women and girls, with the Pakistani Government at senior levels. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon Friend the Member for Runnymede and Weybridge (Mr Hammond), pressed Pakistan to guarantee the rights of all its citizens, including minority religious communities, during his visit in March. We will continue to urge Pakistan to honour in practice its human rights obligations and to uphold the rule of law.

    Our concerns about minorities in Pakistan are documented in the Foreign and Commonwealth Office Human Rights Reports.

    To ask Her Majesty’s Government how much development aid has been provided to South Sudan in each of the last three years, and how much of that aid was specifically focused on conflict resolution and promoting reconciliation.

    Through DFID the UK provided £158m in 2013/14 and £188m in 2015/16 of development aid to South Sudan, a further £165 million is budgeted to be spent this financial year.

    The UK remains committed to helping bring an end to the cycle of violence in South Sudan. Many of our programmes have components aimed at conflict resolution and reconciliation. In terms of specific programming, a £12 million ‘Community Security and Arms Control’ project running from 2012-16 helps to control and regulate small arms, enhance dispute resolution mechanisms and improve security within communities. In addition, through the Conflict, Stability and Security Fund (CSSF) the UK spent almost £1.4 million on conflict resolution and promoting reconciliation in 2015/16, and is forecasting to spend a further £1 million in 2016/17, including on community level peacebuilding and the Conflict Sensitivity Programme. DFID works very closely with the FCO, who, along with ‘Troika’ partners the US and Norway, are working to help end the conflict through the implemention of the 2015 peace agreement.

    The following 10 Trusts have exited Special Measures since it started in July 2013:

    – Basildon and Thurrock University Hospitals NHS Foundation Trust

    – Buckinghamshire Healthcare NHS Trust

    – East Lancashire Hospitals NHS Trust

    – George Eliot Hospital Trust

    – Heatherwood and Wexham Park Hospitals NHS Foundation Trust

    – Northern Lincolnshire and Goole NHS Foundation Trust

    – The Queen Elizabeth Hospital, Kings’ Lynn, NHS Foundation Trust

    – Tameside Hospital NHS Foundation Trust

    – United Lincolnshire Hospitals NHS Trust

    – Burton Hospitals NHS Foundation Trust

    Every patient rightly expects the best possible quality of care and services. We are pleased that following the hard work by staff at these trusts and significant improvement, the Care Quality Commission recommended that these trusts exit Special Measures.

    To ask the Secretary of State for Justice, how many people have been levied the criminal courts charge for offences (a) under Section 363 of the Communications Act 2003, (b) under Section 1(10) of the Crime and Disorder Act 1998, (c) under Section 8 of the Disorderly Houses Act 1751, (d) under Sections 1, 8, 9, 12, 13, 14 and 18 of the Trade Descriptions Act 1968, (e) for deliberate refusal to pay priority debts and (f) for failure to comply with a county court judgement for the payment of non-priority debts.

    Data relating to the criminal courts charge for the period April to September 2015 will be published on 17 December 2015.

    Enforcement action is taken against the total amount an offender owes and offenders are often ordered to pay more than one type of financial imposition.

    The cost of enforcing the criminal courts charge cannot be separated from the total cost of enforcing all types of court ordered financial impositions.

    It is not possible to identify how many people have had a criminal courts charge imposed in magistrates or crown courts or for specific offences without carrying out a manual search of all financial imposition accounts which would incur disproportionate costs.

    The Department for Transport has provided a wide range of guidance for local authorities on establishing 20 mph zones. Local Transport Note 1/07 ‘Traffic Calming’ sets out design guidance on 20 mph zones, summarising the advice provided in earlier Traffic Advisory Leaflets, whilst guidance on signing is provided in the Traffic Signs Manual Chapter 3 and the Area-wide Authorisations and Special Directions Guidance Note. Advice on setting speed limits is provided in Department for Transport Circular 01/2013 ‘Setting Local Speed Limits’. All of these documents are available on the Department’s website.
