Almost 2.4 million apprenticeship starts were delivered in the last Parliament and we will build on that success and deliver 3 million in this Parliament. We will introduce an apprenticeship levy to increase employer investment in apprenticeships. We are increasing the quality of apprenticeships through more rigorous assessment and grading at the end of the apprenticeship. The Enterprise Bill will protect the term ‘apprenticeship’ in law to prevent misuse. From next April, employers of apprentices under the age of 25 will no longer be required to pay National Insurance contributions for those employees.

The 2010 Strategic Defence and Security Review (SDSR) announced the cancellation of the Nimrod MRA4 which was 11 years late and nearly £800 million over budget. It acknowledged what would result in a capability gap that would be mitigated by using a combination of other surveillance aircraft, including those from Allies, as well as ships and submarines. SDSR 2015 announced we will buy nine new Maritime Patrol Aircraft.

To ask the Secretary of State for Transport, what the timetable is for (a) reconstructing Tadcaster bridge and (b) other areas of road infrastructure damaged by recent flooding identified as national priorities.

The flood recovery envoy for Yorkshire, the Minister of State for Transport (Mr Goodwill), convened a meeting on January 7 2016 with North Yorkshire County Council, wider local representatives, the military and Highways England experts to finalise a plan for reconstructing Tadcaster Bridge. The Government is providing £3.3m of funding immediately to repair the bridge. It has incurred substantial damage and the current estimate is that it will take up to a year to repair.
The Department for Transport is working closely with affected local highway authorities following the recent storms encountered in some areas of the country. As part of this work, local highway authorities are assessing the damage caused and likely estimated costs. It is too early to provide an estimate of the repairs or likely timescales until all waters have receded.

To ask Her Majesty’s Government what is their assessment of the credibility of investigations conducted in Nigeria into allegations of human rights violations committed by the Nigerian security forces.

There are credible reports that human rights violations have been committed by Nigerian security forces during its operations against Boko Haram. We welcome President Buhari’s commitment to overhaul the Nigerian armed force’s rules of engagement, to investigate credible allegations of human rights violations and to take appropriate action. We understand that there are a number of investigations currently underway. It is important that these investigations are comprehensive and credible, and we are monitoring these closely.
We regularly stress to the Nigerian authorities the importance of protecting civilians in conflict and detention, and that, whilst we support their fight against terrorism, this fight should be in full compliance with human rights standards and international law. Any member of the Nigerian security forces found to have been involved in human rights violations must be held accountable.
