    To ask the Secretary of State for Health, what steps he is taking to ensure the efficient and timely transfer of prisoners to hospitals under the Mental Health Act 1983; and how many prisoners have waited for more than 14 days for such a transfer in each of the last five years.

    NHS England has revised good practice guidance on transferring adult prisoners to secure hospitals under sections 47 and 48 of the Mental Health Act 1983. This guidance includes the expectation that a transfer will take place within 14 days, when the need for hospital admission is urgent, and that longer transfer periods should be reported to NHS commissioners, so that steps can be taken to improve. The guidance will be published shortly.

    Between April to September 2015, 343 prisoners waited more than 14 days for a transfer. Data on prisoner transfer waiting times was not held centrally prior to April 2015. Since then, NHS England has collected data from Health and Justice Indicators of Performance (HJIPs) at a national level.

    HJIPs include data on waiting times for transfers between prisons and secure hospitals in England since April 2015 and available information is shown in the attached table, Health & Justice Indicators of Performance – Mental Health Secure Assessment and Transfer. NHS England intends to publish future HJIP data online from April 2016.

    To ask the Secretary of State for Defence, what the cost to the public purse has been of housing and supporting migrants who arrived (a) in October 1998 and (b) on 21 October 2015 in the RAF Dhekelia and RAF Akrotiri Sovereign Base Areas in Cyprus.

    It is not possible to provide an exact sum spent in total on the migrants who arrived in 1998. The costs of the provision of welfare and education, based on recent data, is around €165,000 per year.

    The total recorded cost to date to the public purse for housing and supporting the migrants who arrived onto Sovereign Base Areas Administrationland on 21 October 2015 is £1,122,972. This includes the initial emergency response, security costs, construction of the Transit Facility and ongoing support costs. Those costs which relate to the support and welfare of the migrants will be counted against the Government’s targets for overseas aid.

    An element of this total includes estimated costs that are to be paid in arrears.

    The Department is aware of concerns that have been expressed in the media about the standard of food.

    The Department has in place a number of safeguards to ensure a good quality of food. These include; contract monitoring, site visits, reviews, customer engagement and assurance by Single Service catering subject matter experts to improve on the service provided.

    Any complaint over food can be raised through the chain of command or directly with the contractor by way of a complaints book.

    We appreciate the work done by the National Society for the Prevention of Cruelty to Children (NSPCC) in preparing their report in advance of NHS England’s own qualitative analysis published on 22 August 2016. NHS England also produced a quantitative review in January 2016.

    We have an ongoing dialogue with key stakeholders such as the NSPCC to discuss areas of shared interest such as how best we can ensure an effective response to those children and young people who have been abused, including those who have been sexually abused.

    The information you have requested is not currently available. The Department published its strategy for releasing official statistics on Universal Credit (UC) in September 2013. As outlined in the strategy, officials are currently quality assuring data for UC therefore it is not yet possible to give a definitive list of what statistics will be provided in the future. These statistics however will be published in accordance with the relevant protocols in the Code of Practice for official statistics.
