To ask Her Majesty’s Government what assessment they have made, in the light of the costs and risks borne by the NHS with regard to multiple births resulting from multiple embryo transfer in private fertility treatment, of whether savings could be made by funding single embryo transfers on the NHS.

The Government has not made an assessment of the potential savings to the National Health Service from the use of single embryo transfer in fertility treatments such as in vitro fertilisation (IVF).
Multiple births present significant health risks to mothers and babies. Over recent years, the Human Fertilisation and Embryology Authority (HFEA) has worked to drive down multiple birth rates whilst maintaining consistent treatment success rates.
To minimise the risk of multiple pregnancies, there has been a growing trend for IVF providers to only transfer one embryo, even when more are available, in patients who have a good chance of successful treatment. Elective single embryo transfer is the most effective way of reducing multiple pregnancies. The HFEA has advised that most clinics have shown significant progress in reducing multiple births without compromising pregnancy rates. In 2008 nearly one in four IVF births resulted in a multiple birth but now, with a concerted multiple births reduction policy, this number is one in six.
Although progress has been made, this number is still higher than the rate in conceptions that do not involve assisted reproduction treatment. The overall goal is to reduce multiple births to one in 10.

The Department for Work and Pensions (as well as the Office for National Statistics) publishes a wide range of information looking at the income distribution. We have announced we will be producing a new publication, Income Dynamics in February/March 2017, which will look at income mobility, including a measure of persistent low income, based on new data from the Understanding Society survey.

To ask the Secretary of State for Health, what medication is available on the NHS for chronic fatigue syndrome.

No assessment has been made of the number of people who have been diagnosed with chronic fatigue syndrome (CFS) in the last year.
In 2007 the National Institute for Health and Care Excellence (NICE) produced the clinical guidance Chronic fatigue syndrome/myalgic encephalomyelitis (or encephalopathy): Diagnosis and management of CFS/ME in adults and children, which estimates that the annual prevalence is approximately 4,000 cases per million of the population.
There is no medication available to specifically treat CFS, however the NICE guidance recommends that pharmacological pain relief may be appropriate for the relief of chronic pain that the condition can cause. Other methods of treatment that may be of benefit are cognitive behavioural therapy, graded exercise therapy or activity management. The guidance can be found at the following link:

To ask Her Majesty’s Government, further to the written answers by Lord Nash on 26 and 27 October 2015 (HL2579 and 2580), and the oral response by Baroness Evans of Bowes Park on 4 November (HL Deb, col 1635), what is the percentage turnover of (1) teachers who achieved Qualified Teacher Status through an undergraduate qualification, and (2) teachers who trained via the Postgraduate Certificate in Education, within (a) two years, (b) five years, and (c) 10 years, of beginning to teach.

The latest statistics show that 81 percent of qualified teachers remain in service after 2 years, 72 percent of qualified teachers remain in service after 5 years, and 62 percent of qualified teachers remain in service after 10 years. This information is available in Table C2 of the statistical first release ‘School Workforce in England, November 2014’ published in July 2015.

To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the implications for further education and skills providers of European Social Fund allocations being assigned to local enterprise partnerships, instead of on a co-financing basis; and what representations he has received from further education and skills providers and organisations on the effect of those changes on cashflow and delivery of programmes.

The Department for Business Innovation and Skills (BIS) had not received any representations made by providers regarding the role of LEPs in procurement activity. The Skills Funding Agency (SFA) established an External Advisory Group with representation from all provider sectors, the Association of Colleges, Association of Employment and Learning Providers and third sector organisations and also from Local Enterprise Partnerships, including the LEP Network. This provided a forum for the SFA to consult on how European Social Fund (ESF) programme funds would be deployed under the new arrangements. This forum was supported by BIS, SFA and Department for Work and Pensions representation.
