To ask the Secretary of State for Transport, if he will place in the Library a copy of the training syllabus, training manuals and associated materials on training for Highways England traffic officers for moving vehicles from live lanes to emergency refuge areas.

The training of carriageway clearance for new Traffic Officers is within a 5 week training programme and supported by an additional 6 week coaching period. For existing experienced Traffic Officers a 1 day practical course in Enhanced Carriageway Clearance is mandated.
The courses are delivered by experienced Traffic Officers and are regularly reviewed. A significant proportion of the learning experience is practical and scenario based. Because of the nature of the training, it would not be appropriate to place any written material, out of context, in the Library. However, Highways England have offered Honourable Members of the Transport Select Committee a visit to one of their Regional Control Centres to observe their Traffic Officers in action.

To ask the Secretary of State for Education, what discussions she has had with large employers on the effect on their take-up of apprenticeships of the new funding arrangements proposed for apprenticeships for 16 to 18 year olds, published on 12 August 2016.

We have engaged thousands of employers and training providers throughout the development of the apprenticeship funding reforms and continue to do so. This engagement helped to shape the funding policy proposals for England from May 2017, published on 12 August.
A survey seeking detailed views from employers and providers closed on 5 September, and the feedback will inform the final policy, which we aim to publish in October.
We expect that the introduction of the levy will mean that many more employers will offer many more apprenticeships opportunities to people of all ages and backgrounds than they would have otherwise done. Employers will have an incentive to employ apprentices to maximise the use of their levy funds and they will have control over funding for apprenticeships training. The generous co-investment rate will help them if they want to take on more apprentices than covered by their levy funds.

To ask the Secretary of State for Justice, if he will hold discussions with the devolved administrations on establishing best practice in reducing re-offending rates throughout the UK.

Reoffending had been too high for too long. Under the last government, we reformed the way offenders are managed in the community, so all offenders get support when they leave prison. We want to build on this to address what can be done whilst offenders are in prison, with a new emphasis on rehabilitation and redemption. Working with the voluntary, public and private sectors, we are helping offenders turn away from crime.
Research and evidence of best practice is shared widely across the United Kingdom and we engage the Devolved Administrations on a wide range of offender issues. We will ensure that these discussions include examining the most effective measures for reducing reoffending.

To ask Her Majesty’s Government what steps they have taken to improve support for children and young people with mental health problems.

Children and young people’s mental health is a priority area for this Government and it is committed to delivering the vision set out in Future in Mind, the report published jointly by the Department and NHS England in March 2015. This is supported by an additional investment of £1.4 billion over the course of this Parliament. A copy of Future in Mind is attached.
Progress has been made on many of the key ambitions set out in Future in Mind. One significant development being that Local Transformation Plans (LTPs) for children and young people’s mental health and wellbeing have been produced covering the full spectrum of mental health issues, from prevention to intervention for emerging or existing mental health problems. LTPs also address the full spectrum of need, for every clinical commissioning group (CCG) in the country. The Local Government Association have produced a spreadsheet giving details of LTPs. A copy of this spreadsheet is attached.
Work is in progress to strengthen the capacity and capability of the workforce and to improve data and information in order to deliver the vision set out in Future in Mind by 2020. In addition, the Children and Young People’s Improving Access to Psychological Therapies programme is continuing to be rolled out across the country.
Progress has also been made on making help and support to children and young people available online through the launch of an online hub for children and young people on the NHS Choices website and further investment made into a campaign to reduce stigma and discrimination as proposed in Future in Mind.
All CCGs, working closely with their partners, have developed and submitted LTPs to transform their local offer for children and young people’s mental health. Plans cover the whole spectrum of services from prevention to intervention for emerging or existing mental health problems and address the full spectrum of need.

To ask Her Majesty’s Government what discussions they have had with the Nigerian authorities about any action being taken to support the integration of traumatised women and girls who are freed from Boko Haram and face mistrust and suspicion when they return home.

We are pleased that a number of women and children have been rescued, and regularly stress to the Nigerian authorities the importance that they are provided with appropriate support to deal with the trauma they have faced, including to reintegrate into their communities. I personally raised the importance of challenging the social stigma faced by women and girls freed from Boko Haram with Nigerian ministers and military officials during my visit to Nigeria last month. Challenging negative attitudes on sexual violence is a key element of this.
