    To ask Mr Chancellor of the Exchequer, what discussions he has had with representatives from the Icelandic government on debt owed to (a) UK taxpayers and (b) the public purse by Icelandic banks.

    HM Government officials continue to engage with the Icelandic authorities in order to complete the recovery process from the failed Icelandic banks. In total, £8.64 billion was paid out by HM Treasury to compensate UK depositors of the Icelandic banks Kaupthing, Singer and Friedlander Ltd (KSF), Heritable Bank plc and Landsbanki (Icesave).

    All eligible UK retail depositors were fully compensated. To date, the Treasury has recovered £7.71 billion from the three estates. The Government expects to make a full recovery of the outstanding funds from the estates.

    To ask the Secretary of State for Communities and Local Government, pursuant to the Answer of 5 February 2016 to Question 26044, which three of the five funds Northstar Ventures manages are closed to new investments; and when the decision was taken that Northstar Ventures should exit from remaining deals.

    The three Northstar Venture Funds that are closed to new investments are the Proof of Concept Fund, Co Investment Fund and North East Creative Content Fund.

    Each Fund was designed with an investment phase and closure/end date, specified in the fund management agreements signed at the outset.

    No decision has been made to exit Northstar Ventures from teh remaining deals.

    To ask the Secretary of State for Defence, when his Department last reviewed the arrangements at RAF Northolt on the safety of residents living under the flight path and nearby vicinity; and if he will make a statement.

    Military safety regulations mandate that a continual assessment of air safety risks are carried out. This provides not only internal assurance of operating procedures and air safety standards, but considers wider safety aspects such as the risks to individuals’ off-station.

    The Ministry of Defence (MOD) actively manages air safety via this system, across all of its aerodromes, publishing any mitigated or permitted deviations via the individual stations’ Defence Aerodrome Manual.

    For MOD aerodromes that accept commercial/civilian flying activity, these processes have additional Civil Aviation Authority (CAA) oversight and assurance. Commercial operators are required to have similar safety management systems by the CAA, including those operating into RAF Northolt. The MOD and the CAA requires commercial operators to satisfy themselves that RAF Northolt is suitable for the safe operation of their particular aircraft.

    To ask Her Majesty’s Government what conversations they have had with the former Commonwealth Secretary-General, General Kamalesh Sharma, about the role Commonwealth countries can play in supporting peace and development in Burundi, and what plans they have to raise that matter with the new Commonwealth Secretary-General, Baroness Scotland of Asthal.

    The UK recognises the important role Commonwealth countries can play in supporting peace and development in all countries, including Burundi. Commonwealth members Rwanda, Uganda, Tanzania and Kenya play a particularly important role in supporting peace and development in Burundi as part of the East African Community-led dialogue with Burundi. In December 2015, the Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge), visited Uganda and Rwanda where he highlighted the deteriorating situation in Burundi and urged regional players to take concrete steps together to find a political solution. The Parliamentary Under Secretary for International Development, my hon. Friend the Member for Ruislip, Northwood and Pinner (Nick Hurd), discussed the situation in Burundi with the Tanzanian Foreign Minister on 29 January.

    The UK did not have any conversations specifically on peace and development in Burundi with former Commonwealth Secretary-General, General Kamalesh Sharma but we will look for opportunities to discuss Burundi with the new Commonwealth Secretary-General, the Rt Hon the Baroness Scotland of Asthal QC.

    In 2015, the Department of Energy & Climate Change commissioned Ricardo Energy and Environment and Vivid Economics to undertake a study into sectoral benchmarks used to determine levels of free allocation in the next phase of the EU Emissions Trading System (EU ETS). The study is progressing and, once complete, we will use the findings to inform EU ETS reform negotiations as well as considering publication in due course.

    No immediate assessment has been made of the potential effect on workforce numbers in the National Health Service of the United Kingdom withdrawing from the European Union.

    As we plan a new relationship with the EU, this Government will continue to ensure the NHS is able to recruit and retain the workforce required to provide high quality care.
