    To ask the Secretary of State for the Home Department, how much she expects to be top-sliced from the (a) 2015-16 and (b) 2016-17 police grant; and from what areas that funding will be top-sliced.

    Reallocations from central Government funding to the police are set out in a Written Ministerial Statement published alongside the Police Grant Report each year. Decisions on funding for 2016/17 will be taken after the Spending Review reports later this month and reallocations will be published in the usual way.

    For 2015/16, reallocations totalled £177 million (rounded to the nearest £1million) and are listed below for your reference.

    In addition, a further £564 m illion was allocated in respect of counter-terrorism policing.

    To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to ensure that social housing tenants who would like superfast broadband can access connections; and if he will make a statement.

    The Government is on target to deliver access to superfast broadband for 95% of all UK premises – including social housing – by December 2017, and to extend coverage beyond that as far as possible. We do not hold a breakdown of this information by housing tenure centrally, however this investment is benefiting all types of housing, as well as businesses, and we are proud to be delivering on this critical piece of infrastructure as set out in our manifesto.

    Currently, superfast broadband is available to almost 90 per cent of homes and businesses in the UK – up from 45 per cent in 2010. Around 5 per cent of UK homes and business are currently experiencing connection speeds below 10 Mbit/s.

    Having reduced the proportion of all UK premises with speeds less than 2 Mbit/s substantially from 11% in 2010 to around 1% in December last year, we have now implemented our commitment of having at least 2 Mbit/s per second basic broadband available to all homes and businesses.

    All premises which are not currently scheduled to get an increase in speed to at least this level are eligible for a subsidised satellite broadband service that can deliver speeds of 10Mbps or more.

    The Prime Minister has also announced the Government’s intention to implement a new broadband Universal Service Obligation (USO) which is set at 10 Mbit/s. This new broadband USO will give people the legal right to request an affordable broadband connection, at a reasonable cost threshold, no matter where they live. We will be consulting on these proposals shortly.

    To ask the Secretary of State for Health, what estimates he has made of the additional resources needed and the cost of providing additional dialysis capacity for those patients who will no longer be suitable for a kidney transplant and for those patients whose transplant graft fails due as a result of restrictions in the range of immunosuppressant agents that will be introduced if the recommendations of the NICE review of TA 85 [ID456] are upheld at appeal.

    The National Institute for Health and Care Excellence (NICE) has not yet published its final updated guidance on the use of immunosuppressive therapy for kidney transplant in adults (review of TA85) or on the use of immunosuppressive therapy for kidney transplant in children and young people (review of TA99). NICE is developing resource impact reports to support implementation of its guidance which will be published alongside its final technology appraisal guidance.

    To ask Her Majesty’s Government how many children and teenagers in the UK were referred to NHS Child and Adolescent Mental Health Services in each of the last five years; how many children and teenagers in each of those years received treatment; and how many did not.

    Health is a devolved service and this answer relates only to England.

    The Health and Social Care Information Centre (HSCIC) advises that it does not currently hold data to answer the questions asked. However, it has been capturing child and adolescent mental health services (CAMHS) data since January 2016 within the new Mental Health Services Data Set. On 20 April 2016 it published the first month (January 2016) of data from this new data source on a select number of measures it developed and quality assured to a certain level with the help of stakeholders, although these data remain experimental and could be subject to change.

    As at 31 January 2016, there were 104,480 people in contact with CAMHS. HSCIC is currently unable to identify those who are already receiving treatment and those who are awaiting assessment.

    To ask Her Majesty’s Government what plans they have to make Personal Health Budgets available for the provision of wheelchairs; what arrangements they plan to put in place for wheelchair users; and whether the funding stream will be managed centrally and independently from local wheelchair service budgets.

    In May 2016, Simon Stevens announced that NHS England would be developing a personal health budgets model for the provision of wheelchairs. This work is in the early stages of development.

    The intention is to introduce personal wheelchair budgets from April 2017, to cover everyone who accesses the current wheelchair voucher scheme. This includes those with both low level and complex wheelchair requirements.

    Personal health budgets are not about new money but about using existing budgets differently. Therefore the budget will continue to be held at a local level.

    NHS England is working with a number of clinical commissioning group clusters to develop guidance on the delivery model. This work will cover care planning, information support and advice for wheelchair users, budget setting (using learning from the development of the Wheelchair Tariff where appropriate) and review. The guidance will be available in advance of the start of roll out in April 2017.

    Exit from the EU presents us with an opportunity under the United Nations Convention on the Law of the Sea to improve the way in which waters within the UK’s Exclusive Economic Zone are managed. Defra officials will be working with the new Department for Exiting the European Union, Devolved Administrations and stakeholders to develop proposals that will allow the UK to best take advantage of this opportunity.

    To ask the Secretary of State for Justice, with reference to his Department’s press release, Prison building revolution announced by Chancellor and Justice Secretary, published on 9 November 2015, what discussions he has had with prison and probation staff on the planned closure of prisons in central London.

    On 9 November the Chancellor and Secretary of State announced their intention to build a prison estate which allows prisoners to be rehabilitated, thereby enabling them to turn away from a life of crime. This will involve building nine new prisons and closing old and inefficient prisons which do not support the aims of a redesigned estate. No decisions have yet been made on where new prisons will be built.

    We are currently considering which of our old and inefficient prisons will close. We will engage with stakeholders during the process of sale including valuation experts and potential developers in order to maximise the value achieved.

    Any relocation of prisoners will be done with careful planning. Where staff are affected they will be managed through the process of change using processes deployed during previous closures.
