Andrew Gwynne – 2016 Parliamentary Question to the Ministry of Justice

To ask the Secretary of State for Justice, how many young offenders under the age of 18 have been admitted to a children’s mental health ward in each month since January 2014.

We are committed to improving mental health treatment for young people in contact with the youth justice system. We are currently working with NHS England to develop a specific £24 million programme to address gaps in mental health provision for children and young people in contact with the justice system.

The information requested is as follows:

(1) Young offenders under the age of 18 (including those on remand) admitted to an adult mental health unit since January 2014

There was one such admission in November 2014.

(2) Young offenders under the age of 18 (including those on remand) admitted to a children’s or adolescent mental health unit since January 2014

The number of such admissions is set out in the table below:

Lord Hunt of Kings Heath – 2015 Parliamentary Question to the Department of Health

To ask Her Majesty’s Government what arrangements they have made for the capital funding costs of new fluoridation schemes.

Since April 2013 Public Health England (PHE), on behalf of the Secretary of State, has recovered the operational costs of water fluoridation from local authorities served by these arrangements. The Secretary of State is required to meet the reasonable fluoridation capital and operating costs incurred by water undertakers in England and has the power to require local authorities to make payments to the Secretary of State to meet any such costs he has incurred. There are no proposed changes to the legislation affecting these arrangements.

Funding arrangements for the capital costs of new fluoridation schemes in England will need to be agreed between local authorities and PHE, on behalf of the Secretary of State, as part of the preparatory work before the scheme can commence.

Hilary Benn – 2016 Parliamentary Question to the Foreign and Commonwealth Office

To ask the Secretary of State for Foreign and Commonwealth Affairs, whether the UK was represented at the recent UN working group meeting on nuclear disarmament in Geneva.

The UK did not attend the recent organisational meeting for the working group established by UN General Assembly Resolution 70/33 entitled “Taking forward multilateral nuclear disarmament negotiations”. As detailed in PQ 23329, the UK, along with the four other Non-Proliferation Treaty Nuclear Weapons States, voted against this resolution. The Government believes that productive results can only be ensured through a consensus-based approach that takes into account the wider global security environment.

Jessica Morden – 2016 Parliamentary Question to the Department for Transport

To ask the Secretary of State for Transport, what estimate he has made of the level of the Severn Bridge tolls for each vehicle category in January (a) 2017 and (b) 2018.

The toll rates that will apply from January 2017 and January 2018 cannot yet be calculated, as they will depend on future rates of inflation which are not yet known. Tolls are set each January in accordance with the Severn Bridges Act 1992, which requires that tolls are increased in line with the Retail Price Index in the preceding September, compared to a baseline of March 1989, rounded to the nearest ten pence. This ensures that the tolls stay constant in real terms over time.

Lord Hylton – 2016 Parliamentary Question to the Foreign and Commonwealth Office

To ask Her Majesty’s Government what information they have received about the present situation of the Tartar population of the Crimea, and in particular, how many of them have been arrested or sentenced, how many exiles have been banned from returning, and whether their mosques have been damaged or destroyed.

In March I met Refat Chubarov, the Crimean Tatar leader, to discuss the continuing deterioration of human rights on the peninsula since Russia’s illegal annexation, and how this is impacting the Crimean Tatar community. The Crimea Tatars continue to face regular harassment including arrests, detentions, disappearances and restrictions on their rights of worship, assembly and expression. Many also face pressure to take up Russian Citizenship to re-enter Crimea.

International human rights organisations such as the UN and the Organisation for Security and Co-operation in Europe (OSCE) are currently barred from entering Crimea. The UK continues to call on Russia to use their influence with the ‘de-facto’ Crimean authorities to grant access to international organisations. Nevertheless, we are aware of reports that 18 Crimean Tatars are currently held in Russian-run prisons, while several more are under arrest. We are also aware of seven Crimean Tatars who are banned from entering Crimea. We are not aware of reports of mosques being destroyed, however there are reports that mosques and homes have been raided and those inside questioned by Russian security services. The recent banning of the Mejlis, the highest representative body for the Crimean Tatar community, by the Russian de-facto authorities is another example of the continuing erosion of civil liberties and human rights in Crimea.

The Department received the Cost Effectiveness Methodology for Immunisation Programmes and Procurements report on 20 July 2016. The report will be published in due course. A decision on consultation has not yet been made.
