    To ask the Secretary of State for Transport, pursuant to the Answer of 8 July 2015 to Question 5604, when he expects to provide a full response to the Law Commission’s report on a statutory definition of plying for hire for the taxi and private hire industry.

    In its comprehensive review of taxi and private hire legislation, the Law Commission considered creating a statutory definition of plying for hire. However, after careful consideration the Law Commission recommended an alternative approach that would make it unlawful for anyone other than a local taxi driver to accept a hiring ‘there and then’.

    The Government is currently considering all the recommendations in the Law Commission’s report. The Government will formally respond to the Law Commission and announce its intentions once this scrutiny is completed.

    To ask the Secretary of State for Health, what steps his Department is taking to support cooperation between rare diseases organisations through the EU Policy Action and Information for Rare Diseases in Europe.

    The Government published the UK Strategy for Rare Diseases in November 2013. The strategy includes 51 specific commitments designed to improve the lives of all those affected by rare diseases.

    The Government is committed to improving the lives of all those affected by rare diseases and the United Kingdom is recognised as a leader in Europe in the research, care and treatment of rare diseases. The strategy includes commitments to contribute to European Union-wide action on rare diseases.

    Through the University of Newcastle upon Tyne, the UK successfully led the most recent EU Joint Action on Rare Diseases which concluded in 2015.

    To ask the Secretary of State for Transport, with reference to Transport for London’s press release of 20 January 2016, TfL sets out plans to modernise and enhance London’s private hire industry, what representations he has received from the Mayor of London on the introduction of legislation that would enable TfL to restrict overall numbers of private hire drivers and vehicles.

    We receive representations on a range of issues from the Mayor of London.

    The Government supports choice for consumers, and wants to see both taxis and private hire vehicles prosper in London and elsewhere. The Government is prepared to continue discussing various options with the Mayor but does not believe legislation allowing him to cap the number of private hire vehicles is warranted.

    The latest Annual Report of the Certification Officer shows that 4,954,606 union members in Great Britain paid the political levy in the period 2013-2014. This represents 70.67% of the total number of individuals who were union members in the same period.[1]

    Employment law is a devolved matter in Northern Ireland and I am not able to respond to the questions relating to Northern Ireland.

    To ask the Secretary of State for the Home Department, what assessment she has made of the level of involvement of autistic people in cybercrime offences.

    The National Crime Agency (NCA) is a non-ministerial government department, however it is accountable to Parliament via the Home Secretary. As such I have contacted the NCA to inform my answer to you.

    During the course of cyber-dependent crime operations over the last five years (including SOCA Cyber and Metropolitan Police Central e-Crime Unit led operations) and based on recorded data following a subject’s arrest we are unable to determine the level of involvement of autistic individuals in cybercrime offences, or the level of vulnerability of individuals on the autism spectrum to various other aspects of cyber crime.

    The NCA are now embarking on research in partnership with Academia, Private Industry and Special Interest groups to explore the possibility of links between Autism and cyber-dependent crime. Understanding gained from this research will inform the NCA on best practice for managing operations and educational Prevent activity.

    The Cycle Cities Together Group was established to help the 8 cycle ambition cities (and London) identify best practice, share learning and identify ways of supporting other towns and cities across the country.

    In addition, the Department is currently making arrangements to monitor and evaluate the Cycle Ambition Cities programme. We anticipate that the evaluation will highlight the most effective of cycling interventions as a result of the investment.
