    To ask Mr Chancellor of the Exchequer, what information about applicants for tax credits is available to Concentrix under its contract with HM Revenue and Customs.

    Reducing tax credits fraud and error is a top priority for HM Revenue and Customs (HMRC). The contract with Concentrix offers additional capacity to help build on HMRC’s own work, which has reduced tax credits fraud and error to the lowest ever level. Using a private company provides a cost-effective way to reach additional claims that need checking.

    The checks are to ensure that people are paid the correct amount of money to prevent them from getting into debt which they may find difficult to repay and protect losses to taxpayers.

    Concentrix operate under the same powers and processes as HMRC. Concentrix select cases to be checked using information provided by HMRC. Concentrix decide how best to achieve the expected benefits, including the number and type of cases and number of staff employed. HMRC closely monitors their performance.

    The contract uses a payment by results model, which means Concentrix is only paid based on the money it saves the Exchequer as a result of correcting claims that are incorrect. They will not be paid if the decisions they make about claimants’ awards are incorrect.

    The contract was signed on 6 May 2014. The contract was awarded to Synnex-Concentrix UK Ltd in April 2014, following a procurement exercise advertised under the open procedure. Information about the contract value and contract award is already in the public domain.

    The Department anticipates a shift in the way in which citizens will engage with the Department – with greater digital interaction in the future. Digital Technology, Data and Security capabilities are a key enabler of this shift. The Department is progressing its strategy to deliver the underpinning technology requirements, and this includes both in-house services and externally provided services through procurement exercises using open competitions under the EU Procurement Directives and call-off competitions under Government Frameworks, such as GCloud and Crown Hosting.

    The Department has not made a specific assessment of the emotional and psychological effects of acquiring genital warts.

    However, it has made use of broader cost-effectiveness analysis, which includes both the physical and mental effects of genital warts, when assessing the human papillomavirus vaccination programme.

    The Plan for Public Procurement of Food was launched by the Secretary of State for Environment, Food and Rural Affairs with the support of the Prime Minister in July 2014. The Plan seeks to improve the quality of the food served in public establishments through the use of a procurement toolkit which includes a balanced scorecard to assess the value of food and catering contracts. The balanced scorecard rewards businesses which offer high quality, locally sourced and seasonal produce.

    Defra has worked closely with the Department for Education sponsored School Food Plan and has commissioned pilots of the balanced scorecard approach with schools taking part in the London Food Board Flagship Food Boroughs initiative. These pilots will build on the very firm foundation laid by the School Food Plan.

    The creation of the contingent liability in respect of the callable capital for GuarantCo does not have immediate budgetary implications and is not treated as Official Development Assistance (ODA). If the capital is called it will be treated as ODA. This is in line with the internationally agreed rules on ODA.

    The government has devolved significant powers and funding from central government to city regions through devolution deals, including powers over transport, skills and planning. Devolution is about bringing together key levers at the right functional economic geography to drive economic growth. This will empower local leaders to invest money where it is most needed, to create high-quality jobs and boost local economic growth.

    The government has also announced that it will pilot the move to 100% business rate retention with Greater Manchester and the Liverpool City Region, and that this offer is open to other mayoral combined authorities, ensuring local areas and communities see the benefits of supporting businesses and jobs through increased local tax receipts.

    Defra has discussed the marking of the centenary of the birth of the angler Richard Walker with a portrait of Clarissa the Carp on the 2018 rod fishing licence with the EA. The EA is happy to consider this option, along with other design proposals. They will be pleased to support celebrations of Richard Walker’s achievements, where they can. I have asked the EA to keep me updated.
