    To ask the Secretary of State for Culture, Media and Sport, what assessment she made of the value gained for the public of Government funds given to the Football Association in each of the last five years.

    Football continues to be the nation’s most popular team sport, with over 1.5m more weekly participants than any other team sport. Public funding has gone into programmes delivered by the FA that sustain that interest and also that encourage more people from all ages and backgrounds to take part in the sport.

    Sport England has challenged the FA to deliver results for the public money it receives. In 2014, £1.6million was taken away after the FA failed to reverse a decline in the number of people regularly playing the sport.

    Since then, outdoor 5-a-side football has seen an increase in participation from 744,200 people per week in 2010 (APS4) to 795,700 in 2016 (APS10 Q2) showing changing customer demands which the FA must continue to respond to.

    Our current estimates, assuming we incorporate proposed cost control measures under both the RO and FIT schemes, are that solar PV capacity in the UK could be approximately 9.6GW by 2020. How that stacks up as a market share globally will depend on many variables in markets around the world.

    To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 8 December 2015 (HL4047), whether the build time of HMS Vanguard from beginning of whole boat construction to commissioning was six years 11 months; and, if so, why the first Vanguard replacement will take in excess of 14 years, as laid out in the Strategic Defence and Security Review.

    The Vanguard class were built at the end of an extensive period of UK submarine production. UK industrial capacity diminished following the subsequent 10 year gap in submarine building, which is a key factor in the Successor build schedule. Additionally, the Vanguard build duration, which was more than eight years in duration, did not include sea trials, which take several years. The dates for Successor reported in the Strategic Defence and Security Review do include that activity.

    The Government is working with local partners in the North East to design an implementation plan for the North East devolution deal. Officials based in Cities and Local Growth team will work with local places to monitor the progress of implementation. When the necessary statutory instruments are in place, the Mayor will decide how to monitor the area’s transport policy, and will be directly held to account by local constituents.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the potential effect of the new Apprenticeship Levy on the number of apprenticeship start-ups from September 2016.

    The Department does not produce forecasts for apprenticeship starts. Apprenticeships are paid jobs and their availability is dependent on employers offering opportunities and hiring apprentices.

    The levy will fund a step-change in apprenticeship numbers and quality – delivering on our commitment to 3 million new apprenticeship starts in England by 2020. It will put apprenticeship funding on a sustainable footing and improve the technical and professional skills of the workforce.

    It will encourage employers to invest in their apprentices and take on more. Employers in England who pay the levy and are committed to apprenticeships training will be able to get out more than they pay in to the levy through a top-up of additional funding to their digital accounts. The government will apply a 10% top-up to monthly funds entering levy paying employers digital accounts, for apprenticeship training in England, from April 2017. Apprentices who have been accepted on to an apprenticeship before April 2017 will be funded for the full term of the apprenticeship under the terms and conditions that were in place at the time their apprenticeship started.

    The Ministry of Defence is currently examining options for the future of Defence Business Services (DBS) as part of the Future DBS Programme. No final decisions have been taken on whether any elements of DBS current operations will be outsourced. The scope of any potential Corporate Services Integration and Innovation Provider (CSIIP) contract will be confirmed in the event that a decision to outsource is taken.
