    To ask the Secretary of State for Exiting the European Union, whether he plans for any trade agreement between the UK and EU to come into force after the UK leaves the EU to be undertaken alongside negotiations on the UK leaving the EU.

    We are considering in detail the advantages and disadvantages of several different approaches. But we will not undermine the Government’s negotiating position by giving a running commentary on our position before negotiations have even started.

    The Prime Minister has spoken of getting a bespoke deal for the country – what we want is the right deal, on both trade for the UK and our relationship with the EU.

    Our long term economic plan is working, with the UK growing faster than any other major economy in 2013 and 14. But job is not done, which is why we are working with industry to drive innovation and lead the global race in technology, engineering and manufacturing.

    To encourage investment in manufacturing and the economy as a whole, the Government has announced an increase in the permanent level of Annual Investment Allowance (AIA) from £25,000 to £200,000 from 1 January 2016. This incentivises investment in plant and machinery, and SMEs will benefit disproportionately.

    Catapult centres are further supporting the UK’s manufacturing productivity and competitiveness, facilitating collaboration and boosting inward investment. £300m has been invested in manufacturing through the High Value Manufacturing Catapult network and over the last year it has worked with over 1,650 private sector clients on over 1,300 projects.

    To ask the Secretary of State for Defence, from which branches of the armed forces the 10,000 military personnel on standby to assist civil authorities in case of significant terrorist incidents referred to in the Strategic Defence and Security Review 2015 are to be drawn.

    Of the 10,000 military personnel on standby in the UK, some units are placed on standby on a rolling basis, while others have specific geographic responsibilities which they meet from their available manpower.

    Military personnel will be drawn from all three Services, with the majority being supplied from the Army.

    To ask the Secretary of State for Transport, what progress Highways England has made on introducing Regional Road Safety Co-ordinators; and whether Highways England’s Regional Incident and Casualty Reduction Plans will include targets for casualty reductions.

    Regional Safety Coordinators have now been appointed by Highways England. The first appointment was made in January 2016 and the final appointment was made this month.

    The killed and seriously injured reduction target, which is within the Roads Investment Strategy, is a 40% reduction by 2020 (against 2005 to 2009 average baseline). Highways England’s Regional Incident and Casualty Reduction Plans which will provide the disaggregated targets per region will be published in April 2016.

    The Government continues to consider the large amount of very detailed analysis contained in the Airports Commission’s final report, including on flight paths, before taking any decisions on next steps. Ultimately, any proposals to alter the airport’s flightpaths would be subject to the Civil Aviation Authority’s Airspace Change Process which includes the need to consult those local communities affected.

    To ask the Secretary of State for Education, what steps she is taking to ensure that schools make use of a broad curriculum in meeting their EBacc obligations under the new performance measures; and if she will make a statement.

    All state-funded schools, including academies and free schools, must provide a broad and balanced curriculum that promotes spiritual, moral, cultural, mental and physical development of pupils. Ofsted inspectors examine whether schools are providing a broad and balanced curriculum which meets statutory requirements and the needs and interests of pupils.

    The EBacc has been designed to be limited in size to provide a rigorous academic core whilst leaving space in the curriculum for other subjects. On average, pupils in state-funded schools enter nine GCSEs and equivalent qualifications, rising to more than ten for more able pupils. For many pupils, taking the EBacc will mean taking seven GCSEs; and for those taking triple science, it will mean taking eight. This means that there will continue to be room for pupils to study other subjects.

    We set out our EBacc proposals in our consultation. We will respond to the consultation in due course.

    Combatting HIV stigma is integral to much of the work carried out to tackle HIV and part of our National HIV and Sexual Health Promotion programme is to reduce stigma by working with the communities most affected by HIV. Over the last two years, Public Health England provided support for the People Living with HIV Stigma Survey, a collaborative cross sector community led initiative to capture the feelings and experiences of living with HIV in a variety of settings. Spending on stigma is not identified separately within the National HIV and Sexual Health Promotion programme and related work.

    The National Health Service, local authorities, Government, community and faith groups, the media and individuals all have a part to play in eliminating HIV-related stigma.
