Baroness Hodgson of Abinger – 2016 Parliamentary Question to the Department of Health

To ask Her Majesty’s Government whether they will include information on twins and multiple births in any formal updates on progress towards their aim of halving the rates in England of stillbirths, neonatal deaths and brain injuries occurring during or soon after birth by 2030.

In November 2015, the Secretary of State announced a national ambition to halve the rates of stillbirths, neonatal and maternal deaths and brain injuries occurring during or soon after birth by 2030. This ambition applies to both single and multiple pregnancies.

The Department will publish an annual report on the progress towards achieving this aim and will include information on twins and multiple births. The first report will be published later this year.

Richard Burden – 2016 Parliamentary Question to the Department of Health

To ask the Secretary of State for Health, what plans his Department has for replacing or renewing the National Stroke Strategy when it expires in 2017.

The National Stroke Strategy remains valid and implementation of it continues. There are, therefore, no current plans to renew the national stroke strategy. Action is being taken to ensure the progress made on stroke continues. This includes;

– publication of the Cardiovascular Disease (CVD) Outcomes Strategy in 2013, which includes many stroke specific strategic ambitions;

– a CVD expert forum, hosted by NHS England, to coordinate delivery of the work which was initiated in the CVD Outcomes Strategy; and

– NHS England’s National Clinical Director for stroke working with the Strategic Clinical Networks, Urgent and Emergency Care Networks, clinical commissioning groups, Sustainability and Transformation Plans, voluntary agencies and individual providers to support better commissioning and provision of stroke care.

More generally, the NHS Five Year Forward View recognises that quality of care, including stroke care, can be variable and that patients’ needs are changing and new treatment options are emerging. The Five Year Forward View sets out high level objectives to address these issues.

There has been no formal evaluation of the National Stroke Strategy. However there is a continuous evaluation of the quality of stroke care via the Sentinel Stroke National Audit Programme (SSNAP). This measures most of the key indicators defined as important in the strategy and findings are available on the SSNAP website:

Thangam Debbonaire – 2015 Parliamentary Question to the Department for International Development

To ask the Secretary of State for International Development, what steps the Government is taking to support the eradication of malnutrition.

The Government has made a commitment to improve the nutrition of 50 million people by 2020. Those being helped include children under five, breastfeeding women, women of childbearing age and adolescent girls. This builds on an earlier commitment to help children under five and pregnant and breastfeeding women, through which 28.5 million people had been reached by mid-2015.

DFID support is focused on the following objectives: greater coverage of nutrition-specific programmes; leverage more nutrition outcomes from other programmes like agriculture, social protection, education, health and water and sanitation; contribute to new solutions to undernutrition; and a more effective international response.

Louise Haigh – 2015 Parliamentary Question to the Department for Work and Pensions

To ask the Secretary of State for Work and Pensions, how agreement was sought on how to amend the investment regulations as recommended in the report by the Law Commission, Fiduciary Duties of Investment Intermediaries, published in June 2014.

Between February and April 2015, the Government consulted on amending the Occupational Pension Schemes (Investment) Regulations in line with the Law Commission’s recommendations. 47 responses were received, from a variety of organisations. While these responses demonstrated some support for changing the regulations, having considered the range of responses the Government concluded that there was not a compelling case to amend these regulations.

The numbers of new entrants to religious education initial teacher training (ITT) courses in England, and the target levels, for each of the last five years are as shown in Table 1 below.

The numbers of people achieving qualified teacher status (QTS) in religious studies in each of the last five years are as shown in Table 2 below.

Tulip Siddiq – 2016 Parliamentary Question to the HM Treasury

To ask Mr Chancellor of the Exchequer, how many transfer pricing cases have been opened with HM Revenue and Customs’ transfer pricing unit in each year since 2008-09; how many such cases have been closed in each such year; and how much was raised in each such year.

HM Revenue and Customs (HMRC) publishes annual statistics reporting its performance across its transfer pricing work, including enquiries, advance pricing agreements, advance thin capitalisation agreements and mutual agreement procedure cases. The most recent published statistics are for 2013- 14. HMRC intends to publish the statistics for 2014-15 shortly. These statistics answer many of the individual questions asked. However, HMRC does not hold information centrally in a form which allows it to answer all the questions asked in the required timeframe.

The aim of the Advance Pricing Arrangements (APA) Programme is to provide businesses with certainty on the pricing of complex intra-group transactions. An APA sets out the method for determining, in accordance with the law, the transfer price for intra-group transactions. APAs are part of the internationally recognised best practices recommended by the OECD. HMRC has published guidance about what APAs are, the circumstances where it would be appropriate for businesses to apply for an APA and what information is required before any agreement can be made.
