    To ask the Secretary of State for International Development, what steps she is taking to assist the Nigerian government to support access for internally displaced children in that country to (a) education and (b) healthcare.

    In education, DFID is supporting the Government of Nigeria’s Safe Schools Initiative, which aims to restore safe access to learning for children affected by conflict. The Initiative has supported over 90,000 displaced children to return to school, providing learning materials and training teachers on psychosocial support. In health, DFID is supporting the International Committee of the Red Cross, who have helped restore basic health care services for 225,000 people affected by conflict, and provided 150,000 immunisations for children.

    All of our programmes, including those that assist internally displaced children, work with government authorities and other donors to influence national plans and strategies, and to strengthen education and health systems.

    The UK does not have a bilateral aid programme in Turkey. We help Turkey address the consequences of the Syria crisis and migration challenges as the country hosts the highest number of refugees in the world, by providing support to refugees in Turkey, jointly with international partners.

    The UK’s bilateral aid programme in India has changed with India’s development. A middle-income country and major trading partner, India is still home to one third of the world’s poorest people. The UK ceased its traditional aid programme to India in 2015, and our support now focuses on promoting inclusive economic development, both reducing poverty and strengthening UK trade and investment opportunities.

    The cost of extending the digital registration service to Northern Ireland is being met by the Cabinet Office as part of the wider project to implement digital registration throughout the UK.

    This work is ongoing and the current estimate of costs is approximately £250,000.

    To ask Her Majesty’s Government whether additional resources allocated for mental health services are ring-fenced in order to prevent any of those resources being used for alternative services in order to offset any NHS spending constraints.

    NHS England is responsible for allocating funding resources for health services including mental health. The Government has committed to an additional £1 billion by 2020/21 to support the implementation of the Five Year Forward View for Mental Health. This is in addition to the £1.4 billion over five years to improve children and young people’s mental health announced in 2014/15. We are holding NHS England to account through the NHS Mandate to ensure this investment delivers improvements in mental health.

    We will continue to work with NHS England and other arm’s length bodies to monitor and track progress against the mental health commitments of the Five Year Forward View for Mental Health and Future in Mind.

    To ask the Secretary of State for the Home Department, how many primates were imported into the UK for scientific research purposes in each of the last five years; and if she will make a statement.

    The Home Office have previously published data on the numbers of non-human primates imported and used for scientific research in PQs 222873 (05 Feb 2015), 182703 (20 Jan 2014), 80687 (22 Nov 2011) and 76262 (25 October 2011). The numbers of non-human primates imported into the UK for scientific research were: 2,071 in 2010; 1,771 in 2011; and, 1,557 in 2012. This data was gathered from information supplied by project licence holders when requesting permission to import.

    On 1 January 2013, the Animals (Scientific Procedures) Act 1986 was amended to transpose European Directive 2010/63/EU on the protection of animals used for scientific purposes. The amended legislation has no requirement to request prior permission to import non-human primates acquired from overseas breeding centres. Therefore, the Home Office does not hold the information requested for 2013 and 2014. The published Annual Statistics of Scientific Procedures on Living Animals in Great Britain provide information on the sources of non-human primates used in experimental procedures for 2013 and 2014.

    To ask the Secretary of State for Health, pursuant to his Written Statement of 4 November 2015, HCWS288, whether all current junior doctors will receive an 11 per cent pay rise under the proposed new contract.

    We have consistently said that average earnings will remain the same under the new contract. Basic pay would increase by an average of 11%, under our firm offer, as a result of ending banding payments and redistributing current earnings, placing more in basic pay.

    This is something that the British Medical Association (BMA) said they wanted and that the Review Body on Doctors’ and Dentists’ Remuneration has long recommended. All those moving fully onto the new contract would be paid on these terms.

    The hon. Member will note that the BMA has now returned to direct negotiations with NHS Employers, having walked away from discussions in October 2014.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps his Department plans to take to support the implementation of UN Human Rights Council Resolution 30/1 on Sri Lanka.

    The UK is committed to supporting reconciliation, accountability and human rights in Sri Lanka, which are fundamental elements of UN Human Rights Council Resolution 30/1. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) announced £6.6 million of funding for Sri Lanka at the Commonwealth Heads of Government Meeting in November 2015 which will be used for providing support in these areas. We will coordinate our efforts with the Sri Lankan government and with international partners to target support at areas where it is most needed. We will regularly evaluate the effectiveness of our funding and assess opportunities for providing further support.
