    To ask the Secretary of State for Health, what plans his Department has to raise awareness of World AIDS Day before 1 December 2016.

    In preparation for World AIDS Day 2016 Public Health England (PHE) will publish the annual HIV in the UK situation report and associated data tables in mid-November 2016. This report will include the latest HIV epidemiology for the United Kingdom, providing national and local systems essential information to inform their World AIDS Day 2016 awareness campaigns. Alongside this HIV Prevention England, co-ordinated by Terrence Higgins Trust and commissioned by PHE will provide a national HIV testing campaign ‘HIV Testing week’. This will commence prior to World AIDS Day and run for one week from the 19 November 2016.

    To ask Her Majesty’s Government what conclusions they have drawn from the reports of the UN High Commissioner for Human Rights and the Bassiouni Commission on the solitary confinement, torture and ill-treatment of prisoners in Bahrain; and whether they plan to ask the International Committee of the Red Cross to inspect prison conditions in Jaw Central Prison, Al-Hawd Al-Jaf prison and all other prisons and places of detention, and to make recommendations.

    The British Government unreservedly condemns torture and cruel, inhuman or degrading treatment and it is a government priority to combat it wherever it occurs. We are aware that there have been allegations in Bahrain, and we raise concerns with the authorities. Our support to Bahrain’s reform programme focuses on strengthening independent oversight bodies such as the Ministry of Interior Ombudsman and the Prisoners and Detainees Rights Commission (PDRC) who provide oversight of police behaviour and detention standards. In May, the PDRC released an independent report which included testimonies of detainees and highlighted a number of key concerns in respect to prison conditions at Jau Prison. We welcome the transparent approach taken by the PDRC, and the Ministry of Interior’s commitment to implement all recommendations made in the report. We continue to call upon the Government of Bahrain to agree a visit of the UN Special Rapporteur on Torture.

    We are engaging with a wide range of stakeholders and other government departments in order to meet the shared challenge of moving to a low carbon economy. The Emissions Reduction Plan will set out how we will meet our carbon budgets through the 2020s (the period covering the fourth and fifth carbon budgets).

    To ask the Secretary of State for Health, what the current average waiting time is for therapeutic services at each sexual assault referral centre for (a) adults and (b) children under 18.

    NHS England has set out care pathways for adult and child Sexual Assault Referral Centre (SARC) services in its `Commissioning Framework for Adult and Paediatric Sexual Assault referral Centre (SARC) Services’, published in August 2015. Pathway services are wide-ranging, including safeguarding, social care, housing, other medical support and therapeutic counselling. The framework is now being rolled out across England and outlines the expected core service.

    Data on waiting times into care pathways or therapeutic services in SARCs or referred to by SARCs, is not collected centrally.

    To ask the Secretary of State for Defence, what assistance his Department is providing to the National Museum of the Royal Navy in making urgent repairs to HMS Victory.

    In March 2012 the custodianship of HMS Victory transferred to the HMS Victory Preservation Company, a charitable trust established as part of the National Museum of the Royal Navy (NMRN) to ensure the preservation of the ship for future generations.

    Part of this arrangement was a £25 million grant from the Ministry of Defence matched by a similar grant from the Gosling Foundation. The Heritage Lottery Fund contributed an addition £5 million from its Catalyst Fund. These funds form an endowment for the maintenance of the vessel. The NMRN continues to receive Grant in Aid from the Royal Navy, but the maintenance and repair of the ship is the responsibility of the Museum and the Trust.

    An investigation into the allegations reported at Medway Secure Training College is underway by Kent Police and Local Authority.

    We are currently considering how to proceed including looking at whether the contract was breached. Decisions will be announced in the normal way.

    To ask the Secretary of State for Health, if he will take steps to ensure that all clinical commissioning groups take account of the findings of the Commission on Acute Psychiatric Care’s review led by Lord Crisp before they take steps to alter in-patient provision.

    Clinical commissioning groups have responsibility for ensuring that they are meeting the needs of those requiring acute psychiatric care. They are supported, and held to account for improving patient outcomes, by NHS England.

    Both the Department and NHS England are considering the Commission’s recommendations. In the meantime, we have been clear that local areas should be making immediate improvements and phasing out ‘out of area’ treatments.

    To ask the Secretary of State for the Home Department, what average time was taken by the Independent Police Complaints Commission to complete its complaints process in each year since 2005.

    Home Office officials work closely with the Independent Police Complaints Commission (IPCC) to monitor how they are delivering their objectives. The IPCC provide regular performance information to the Home Office, including information on the timeliness of completed cases, which are scrutinised closely by my officials as part of the business and corporate planning process. The Home office is working with the IPCC to develop appropriate performance measures for 2016-17, including more streamlined public access to IPCC timeliness information.

    On 7 March, the Home Secretary announced plans to reform the IPCC’s Governance, to make it more effective and more responsive to the public. These plans were published on the gov.uk website: https://www.gov.uk/government/consultations/reforming-the-independent-police-complaints-commission-structure-and-governance We continue to provide additional funding to support the IPCC to expand to deliver an increased volume of timely, high quality investigations. I will ask the IPCC to write to the Honourable Member in response to the request for average times to complete the complaints process, and will ask for this response to be made available in the House Library.

    To ask the Secretary of State for Health, how many adults on GP registers had been diagnosed with diabetes in (a) 2000 and (b) 2015.

    The number of adults diagnosed with diabetes is taken from the Quality and Outcomes Framework (QOF), this represents all patients age 17 and older who have been diagnosed with diabetes and recorded on general practitioner (GP) registers.

    The latest data available are for 2014/15, when there were 2,913,538 adults included on GP registers. QOF goes back to 2004/05 and at that time there were 1,766,391 adults included on GP registers.
