    To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answer of 8 February 2016 to Question 25741, what criteria the Government plans to use to allocate the funds secured from the European Social Fund for the period 2014-2020.

    EU regulations require the United Kingdom to spend at least 45.9 per cent of its national allocation for structural funds for the period 2014-2020 on the European Social Fund (ESF). The United Kingdom’s Partnership Agreement with the European Commission, which can be found on GOV.UK at ‘European Structural and Investment Funds: UK Partnership Agreement’, sets out how the requirement was met.

    Within England, notional allocations for the European Regional Development Fund and ESF were made on the basis of Local Enterprise Partnership (LEP) areas. The total allocations to each LEP area for the 2014-2020 period can be found on the GOV.UK website at ‘EU Structural Funds: UK allocations 2014 to 2020’. Each LEP area was asked how much it wanted to devote to the ESF, drawing on guidance issued by Government to ensure compliance with the regulatory requirements at national level. The guidance can also be found on the GOV.UK website. Iinformation on the Strategies for 2014-2020 prepared by each LEP area can be found on the website ‘The Network of LEPs-LEP Network’, searching by European funding. These set out how much each proposed should be spent on ESF in their area.

    Management of EU structural funds is devolved. The Devolved Administrations decide the criteria for allocation of ESF within their remits, taking account of the need to meet EU regulatory requirements.

    Development of the Work and Health Programme design is well underway, including engagement with a wide range of stakeholders. The Department has commenced the commercial process for the programme by releasing the Prior Information Notice for potential providers on 28 April.

    Decisions on what the information reporting requirements will be for people with a disability or health condition are yet to be made.

    All assessment centres meet accessibility standards under the Equality Act 2010.

    Before attending an assessment, claimants are given the opportunity to alert the assessment provider to any additional requirements they may have and the providers will endeavour to meet any such reasonable requests.

    If a claimant is unable to travel to, or access an assessment centre as a result of their health condition or impairment, a home visit may be offered.

    To ask the Secretary of State for Health, what recent discussions his Department has had with health bodies on ensuring timely treatment for people with alcohol-related illnesses.

    Departmental officials have regular meetings with various stakeholders, including health bodies, in which a wide range of topics are discussed. Ministers are involved at appropriate points. There have been no recent discussions on timely treatment for people with alcohol-related illnesses.

    Local communities, services and businesses are best placed to tackle alcohol-related issues in their area and enforce the behaviour and develop the cultures that they want.

    Local authorities and the Health and Wellbeing Board partners have responsibility for planning the full range of alcohol services, from early intervention and prevention, through to commissioning alcohol treatment services to meet the need in their areas. They are supported to deliver their public health priorities by Public Health England.

    The Government is committed to increasing social mobility throughout the UK. We hold regular discussions with the devolved administrations on a wide variety of topics many of which affect social mobility.

    It should also be noted however, that many key levers for improving social mobility such as apprenticeships, traineeships and higher education have some degree of devolution across the UK and so policy decisions on these issues should be referred to the relevant devolved administration.

    UK and Scottish Government officials have regular discussions regarding transport policy, and the rail industry is undertaking studies to identify the best value cases for further route electrification in Scotland, England and Wales. The introduction of bi-mode intercity express trains on East Coast Scottish services from 2018 is expected to help the business case for electrification between Edinburgh and Aberdeen.

    The Government recognises the potential that exists in harnessing tidal energy around the coastline of the UK.

    That is why we are commissioning an independent strategic review to assess the case for tidal lagoons and consider whether they could represent value for money for the consumer.

    Government will carefully consider the recommendations from the review before making decisions on future development of tidal lagoons.
