    To ask the Secretary of State for Education, pursuant to the Answer of 1 March 2016 to Question 28492, what the turnover rate of teachers was in each year since 2010.

    The Department publishes statistics showing the number and rate of teachers who enter service and the number and rate of teachers leaving service. The latest available statistics, for 2011 to 2014, are in Table C1b of the additional tables in the statistical first release ‘School Workforce in England, November 2014’, which was published in July 2015, attached and available on GOV.UK at:

    The statistics show that the teacher entry rate has been higher than the teacher leavers rate throughout 2011 to 2014.

    To ask the Secretary of State for Health, what the cumulative loss in revenue to HM Treasury has been as a result of the effect of tobacco control measures over the last 10 years.

    The Department assesses the impact of all proposed measures before laying legislation using standard government methodology. These assessments are set out in Impact Assessments which are scrutinised by the Regulatory Policy Committee before publication alongside the Statutory Instrument. Impact Assessments include a thorough analysis of the costs, benefits and risks associated with policy options.

    A number of the tobacco measures contain commitments to further review the impact of the legislation within five years of them coming into force.

    In November, we announced a national ambition to halve the rates of stillbirths, neonatal and maternal deaths and brain injuries occurring during or soon after birth by 2030. Since then progress has included the launch of the ‘Spotlight on Maternity’ initiative and distribution of a £2.24 million capital fund for safety equipment.

    Information on enrolments at UK Higher Education Institutions are collected and published by the Higher Education Statistics Agency (HESA). The latest data for the 2014/15 academic year suggests there were about 40 full-person equivalent postgraduate students enrolled in soil science across three UK universities and colleges; these are the University of Aberdeen, University of Nottingham and the University of Reading. Of these, about 15 full-person equivalents were masters students studying at the University of Aberdeen.

    Soil science has a Joint Academic Coding System (JACS) code of F770. This is a detailed level code and some universities may occasionally allocate students to more general codes.

    We do not provide funding specifically for children and adults in social care. Local authorities were provided with formula grant in the period 2010-11 to 2012-13, and Revenue Support Grant from 2013-14 onwards, both of which are unringfenced and it is a matter for local discretion how this is spent.

    To ask the Secretary of State for Health, what monitoring his Department undertakes of clinical commissioning groups’ safeguarding of access to medical nutrition for patients for whom it is recommended in NICE guidelines.

    National Institute for Health and Care Excellence (NICE) clinical guidelines represent best practice and we expect National Health Service organisations to take them fully into account as they design services for their local populations.

    NICE clinical guidelines are not mandatory but the expectation is that NHS organisations will implement them over time drawing upon clinical judgement, and commissioners will take them into account when making commissioning decisions.

    To ask the Secretary of State for the Home Department, what steps she is taking to protect 16 and 17 year olds from child sexual exploitation.

    Tackling child sexual exploitation is a top priority for this Government. We have prioritised child sexual abuse as a national threat in the Strategic Policing Requirement, setting a clear expectation on police forces to collaborate across force boundaries, to safeguard children, to share intelligence and to share best practice.

    Significant progress has been made since the launch of the “Tackling CSE” report in March 2015. We have delivered the vast majority of a £7 million funding programme to support non statutory organisations that have experienced a surge in demand on their services. This funding is to support the victims and survivors of sexual abuse, including children of all ages.

    Furthermore, £1.6 million has been provided over four years (April 2012 – March 2016) for 13 Young People’s Advocates providing direct and dedicated support to young people who have been victims, or are at risk of, sexual and domestic violence and/or sexual exploitation. Funding of £1.72 million per year has also been committed to part fund 87 Independent Sexual Violence Advisers posts until March 2016.

    To ask the Secretary of State for Transport, what assessment his Department has made of the effectiveness of its methods of alleviating road congestion on motorways after an incident; and what plans his Department has to improve those methods.

    Highways England Traffic Officers play an important role in keeping traffic moving by helping road users in the event of a breakdown or collision, clearing debris from the motorways and returning the road back to normal.

    To assess how well Highways England are performing in clearing incidents, a target has been set to clear 85% of all lane impact incidents on the motorway network with one hour, as set out in the Roads Investment Strategy (RIS) and reported on annually. Highways England works closely with the other emergency responders including police forces, ambulance authorities, and fire and rescue services to improve its incident response.
