    To ask the Secretary of State for Work and Pensions, what guidance is provided to GPs on charging patients for letters used to apply for benefits and transition from disability living allowance to personal independence payment.

    Claimants are advised during the Personal Independence Payment (PIP) claim process that they should not request any documents from their GP that they may be charged fees for. Where an Assessment Provider requires further medical evidence to assist in completing the assessment report they may request a GP Factual Report (GPFR). GPs are paid a prearranged fee by assessment providers for GPFRs as the information requested is not included in their contractual agreement. As independent contractors GPs are permitted to charge their patient a fee as the provision of the report is outside their contractual obligations. The BMA provides guidance on appropriate levels of fees for different types of reports.

    In March 2015, Government announced funding of up to £600m to fund the clearance of the 700MHz band and, as part of the programme, we are committed to safeguarding the ongoing benefits of PMSE to the UK economy. Ofcom have published a consultation outlining alternative spectrum bands for PMSE users, and we are currently working with Ofcom to look at how PMSE users can be supported if they need to buy new equipment.

    To ask the Secretary of State for Transport, what discussions he has had with the Department of Health to encourage more people to walk.

    Since 2013 the Department has worked with the Department of Health (DH) to deliver projects to increase walking levels in Norwich, Birmingham, Cambridge, Greater Manchester and Leeds/Bradford through DH funded Walking Cities programme. These projects have now started to achieve a cultural and strategic shift towards more walkable cities which complements the Department’s investment in measures to increase cycling levels through the Cycle Ambition Cities programme.

    A report and evaluation summary of the interventions in Birmingham, Leeds/Bradford and Norwich reveals that 49% were more likely to choose walking and 47% felt fit and healthy as a result of being involved in the programme. The five Cities in receipt of Walking City funding have highlighted the need for capital funding to deliver infrastructure improvements to make walking safer and easier to support increased walking levels.

    The process for handling Tier 2 intra company transfer (ICT) visas for IT is the same as that for any other application under the Tier 2 intra company transfer arrangements. All applications are validated to ensure the correct fees have been paid, all mandatory questions have been answered on the forms, and applicants have submitted their biometric information. Checks are also undertaken on every application to assess any adverse immigration or security issues.

    Health and Social Care Information Centre’s Short and Long Term Support data shows that the number of people accessing long term adult social care support during the year to 31 March 2015 with the primary support reason of “Mental Health Support” was 110,000.

    A further 6,000 new clients with the primary support reason of “Mental Health Support” received short term adult social care support to maximise independence.

    The data shows the number of people local authorities have considered as eligible for social care support.

    To ask the Secretary of State for Exiting the European Union, whether funding currently received by mayoral combined authorities from EU structural funds will continue after the UK leaves the EU.

    The Government recognises the importance of ensuring regions and organisations have stability and certainty in the period leading up to our departure from the European Union. At the same time, we are keen to use the opportunities that departure presents to set our own priorities. The Chancellor has announced that the Treasury will guarantee structural fund bids which are signed before the UK leaves the EU. This includes funding for projects agreed after the Autumn Statement, if they represent good value for money, and if they are in line with the government’s strategic priorities, even if these projects continue beyond the UK’s departure from the EU.

    Leaving the EU means we will want to take our own decisions about how to deliver the policy objectives previously targeted by EU funding. Over the coming months, the government will consult closely with stakeholders to review all EU funding schemes in the round, to ensure that any ongoing funding commitments best serve the UK‘s national interest, while ensuring appropriate certainty.

    The department has a confirmed list of approved organisations for which Consolidated Voluntary Deductions (CVD’s) may be made. However, this does not include the Guild Money Credit Union. Carer’s Allowance staff entering into arrangements with the Guild Money Credit Union should therefore arrange their payments through other methods such as direct debit through their bank or building society.

    As one of just a few donors to have met the 0.7% commitment, the credibility of the Official Development Assistance (ODA) system is of significant importance to the UK. The government is working closely with other countries to modernise the definition of ODA at the OECD Development Assistance Committee (DAC), to ensure it reflects the breadth of the new international development agenda set by the new Global Goals for Sustainable Development, and fully incentivises other countries to meet these goals.
