    Government published full details of its proposals for a new Electronic Communications Code on 17 May 2016. The new Code will form part of the Digital Economy Bill, which was announced in the Queen’s Speech on 18 May 2016 and is due to be introduced during the current Parliamentary session.

    The Department for Exiting the European Union has responsibility for overseeing preparations for the withdrawal of the UK from the EU and conducting these withdrawal negotiations in support of the Prime Minister. In doing this it is working very closely with other government departments, including HM Treasury, and a wide range of other interested parties.

    A Special Investigation Branch Report was served as evidence at Lt Col Jolleys’ trial and was provided to his Defence team pre-trial.

    To ask the Secretary of State for Health, which NHS trusts make Docetaxel chemotherapy treatment available.

    Information on which treatments are provided by different National Health Service trusts is not collected centrally.

    Commissioners are legally required to fund docetaxel for the treatment of hormone-refractory metastatic prostate cancer (where the disease becomes unresponsive to hormone treatment) as recommended in the National Institute for Health and Care Excellence’s technology appraisal guidance.

    NHS England has advised that it does not routinely commission docetaxel chemotherapy for the treatment of hormone sensitive prostate cancer. However, an associated policy statement is currently being developed and NHS England expects this to be published in the early part of 2016, subject to appropriate approvals and governance arrangements.

    To ask Her Majesty’s Government when they first learned that the Financial Conduct Authority was considering not publishing its report on banking culture examining “whether cultural change programmes in retail and wholesale banks are driving the right behaviour, in particular focusing on remuneration, appraisal and promotion decisions of middle management, as well as how concerns are reported and acted upon”, as outlined in its Business Plan 2015–16.

    No Treasury Minister or official had any discussions with the FCA before the FCA took its decision to discontinue the review of banking culture included in its 2015-16 Business Plan.

    The FCA has published (in response to the Noble Lord’s Freedom of Information request) the dates when it communicated its decision to discontinue this review to other organisations. This response is available on the FCA website.

    To ask the Secretary of State for Communities and Local Government, if he will make it his policy that business rates generated by new nuclear development in Copeland will be retained by the billing authority.

    The Government has announced reforms to the business rates retention scheme which mean that, by the end of this Parliament, local government will keep 100% of locally raised business rates and 100% of the growth generated by new development. Over the coming months we will be working with local government on the details of the scheme.

    Ahead of final decisions, it is too early to assess what the impact of the reforms will be on individual areas’ spending power.

    To ask the Secretary of State for Communities and Local Government, what recent consideration he has given to amending existing non-statutory guidelines on Residential Leasehold and Recognised Tenants’ Associations to ensure that those who reside in larger blocks and developments have the same opportunity to gain recognition as a recognised tenants’ association as those in smaller blocks and developments.

    The non-statutory guidelines available to the First-tier Tribunal (Property Chamber) when considering applications for statutory recognition of a tenants’ association, apply to all residential blocks of flats, large or small.

    Recognising concerns raised about the ability to acquire statutory recognition, the Department published a detailed discussion paper last year to consider what more can be done through the existing guidelines to assist the tribunal when considering applications. We are currently considering responses to the discussion paper.
