    To ask the Secretary of State for Health, how many representatives from the criminal justice system are on the Mental Health Taskforce; and what areas of that sector each represents.

    Membership of NHS England’s Mental Health Taskforce is drawn from the Department of Health and its arms-length bodies which hold critical responsibilities related to the planning and delivery of care. It also includes representatives from the third sector, providers and professional bodies.

    Senior representatives from other NHS England work programmes may be invited to advise, participate in decision making or contribute resources where there is a common purpose or objective. Kate Davies OBE, Director for Direct Commissioning of Health & Justice Services, NHS England has contributed to the work of the Task force.

    In recognition of the critical interdependencies with a wide range of services outside the health and care system, the Taskforce was asked to consider the enabling actions required from the wider system, including criminal justice.

    To ask the Secretary of State for the Home Department, how many suspensions of terrorist warning index checks took place without a reason for that suspension in each of the last five years.

    In November 2011, the then Independent Chief Inspector of Borders and Immigration found that the then UKBA had carried out a number of suspensions of Warnings Index Checks without due ministerial authority. Since then, Border Force has operated to a Ministerially-approved mandate that requires it to undertake Warnings Index Checks against all passengers arriving into the UK on scheduled, commercial routes; and Secure ID Checks against passengers that require a visa to enter the UK. These checks have not been suspended at any port since November 2011.

    To ask Mr Chancellor of the Exchequer, if he will make it his policy to permit a future Welsh Government to apply directly to the EU Solidarity Fund using UK status as a member state.

    The current regulation states that an application for an EU Solidarity Fund grant must come from an EU member state government.

    The Treasury leads on negotiations relating to the EU’s seven-year budget, or ‘Multiannual Financial Framework’ (MFF). We can expect the rules governing the implementation of the Fund, including the application process, to be reviewed in the context of negotiations relating to the next MFF, which will take effect from 2021.

    The Devolved Administrations will be consulted in preparation for those negotiations.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what information his Department holds on the number of political prisoners in the Maldives.

    The Maldives Police Service reports that in the past two years there have been 140 cases brought against those arrested at political rallies for disobeying police orders, obstructing police duties or committing or encouraging acts defined by the Maldivian authorities as terrorism. The opposition claims the total number facing politically motivated charges is much higher.

    However, the number of individuals who have been sentenced to prison on charges we assess to be politically motivated is significantly lower. These individuals include former President Mohamed Nasheed, Adhaalath Party leader Sheikh Imran Abdulla and former Defence Minister Mohamed Nazim amongst others.

    As with all policy development to inform decision making the Government received and considered a range of representations from a number of stakeholders before and after the announcement in the Spending Review, 25 November 2015.

    These representations involved discussions with officials in the Department and from its arm’s length bodies, The Council of Deans of Health and Universities UK, Trade Unions, leading organisations including Royal Colleges, professional bodies and representatives from Universities.

    The number of full time equivalent staff at Palatine House in Preston is 234.12, of which 140.32 work in the Carers Allowance Unit. The headcount number for the Carers Allowance Unit for future years will be agreed as part of the Department’s routine annual resource allocation process.

    To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of the portion of loan outlay that will never be repaid by graduates who have undertaken (a) full-time and (b) part-time higher education degrees.

    (a) We estimate that the proportion of the value of full time loans which will not be repaid is around 45%.

    (b) Our current estimate is that around 40% of the value of part time loans will not be repaid. We will update our estimate as we get more information on the actual repayments from students taking out these loans.

    As part of the Public Sector Land programme between April 2009 and March 2015, a total of 838 central Government-owned sites were sold. The Department does not hold information on the numbers of applications for sale or disposal of central government land, nor the build-out rates for individual sites.
