    To ask the Secretary of State for Defence, how much is planned to be spent by the (a) Government and (b) Bahraini government on the building of the new British naval base in Bahrain.

    Currently the UK has a Maritime Component Command (MCC) HQ and collocated Fleet Support Unit (FSU), which is a warehouse,in Bahrain. These were constructed on our behalf by the United States, at a cost to the UK Government of $10million. The Government expects to pay the United States for the ongoing running costs of these facilities, the precise costs of which are yet to be determined. The Kingdom of Bahrain (KoB) has no involvement in these arrangements.

    The construction of the new UK Mina Salman Support Facility (MSSF) in Bahrain will consist of accommodation, life support facilities and further storage and will enhance the support to UK forces in the Gulf Region. Construction of the UK MSSF is being funded primarily by the KoB. To date in 2014 and 2015 the UK Government has expended £277,000 on engineering consultancy costs for the UK MSSF. We expect to contribute around £9 million towards the construction of the new UK MSSF. This will include costs of bespoke UK technical facilities and the additional cost of ensuring compliance with UK regulations.The balance of the costs, will fall to the KoB.

    There are no running costs forecast in the current year or 2016-17, from 2017-18 the running costs for the UK MSSF are forecast to be £12 million per annum.

    To ask the Secretary of State for Health, what support NHS England plans to provide clinical commissioning groups relating to the transfer of obesity surgery commissioning responsibilities from NHS England after that transfer.

    Although the transfer is effective from April 2016, the handover process will be agreed between specialised commissioning and individual clinical commissioning groups (CCGs), in line with their preparedness.

    Specialised commissioning teams will continue to provide advice and support CCGs post-handover in line with the CCG’s need. CCGs already have mechanisms in place to monitor provider performance and quality through the existing quality assurance processes.

    There are no regulations governing parental consent for the recording of interviews with lone children in cases involving the Children and Family Court Advisory and Support Service (Cafcass). The extent of the role and responsibilities of Cafcass officers is set out in the Family Procedure Rules 2010 and Practice Direction 16a, and this refers to the duty to “make such investigations as may be necessary”. Cafcass practitioners are aware that they must consider the best interests of the child in all aspects of their casework, including dealing with a request from a parent to record an interview.

    The LIBOR funding allocated to support emergency services staff and volunteers was allocated to a variety of charities covering all the emergency services. The Police and Fire Service treatment and rehabilitation centres and the Air Ambulance Services Charity are among the charities in receipt of LIBOR funding and they support retired as well as serving personnel. Information is not held centrally on proportions of funding allocated to each emergency service or to retired emergency services workers.

    To ask the Secretary of State for Work and Pensions, whether the Pensions Regulator will now update its rules on defined benefit (DB) schemes to clarify the legal responsibilities of DB trustees.

    Parliament has given the Pensions Regulator operational independence from the Government. It would not, therefore, be appropriate for the Government to comment on such matters. However, we can confirm that the Regulator provides clear guidelines for pension scheme trustees on the requirements for a well-run and well-funded defined benefit scheme, to enable them to meet their legal obligations. These guidelines include a detailed online learning programme for trustees. Trustees must also appoint the right people, including actuaries, auditors, and other appropriate advisers, to help them run their scheme. The Government keeps the Regulator’s role and remit under review.
