The National Planning Policy Framework expects local planning authorities to meet the objectively-assessed needs for market and affordable housing in their area, insofar as it is consistent with other policies in the Framework. As part of the plan-making process we expect authorities to consider what infrastructure is needed to support development, and work with neighbouring authorities and transport providers, to develop plans for how it can be provided. The cumulative impact of development, and the need for infrastructure to support development, are material considerations in decisions on individual proposals.

To ask the Secretary of State for Transport, how many applications for consent have been determined by the Maritime and Coastguard Agency since 2010.

The Maritime and Coastguard Agency (MCA) has given consent for five Oil Transfer Licences since 2010 and all remain extant.
The MCA has made determination on 800 formal applications for Ship-to-Ship Transfers in the Southwold area since 1 January 2010. Of these, the MCA gave consent on 686 occasions, some of which were caveated; the MCA has refused 16 and the applicant or their clients have cancelled 98.

As set out in our manifesto for this parliament, the Government will bring forward proposals amending the Representation of the People Act 1985 to remove the outdated 15 year time limit on overseas voting rights. Subject to the necessary Parliamentary approval, we intend to have this fully in place for the next European Parliamentary elections and UK Parliamentary elections in 2019 and 2020, respectively.
