    To ask Her Majesty’s Government, further to the Written Answer by Lord O’Neill of Gatley on 27 January (HL4999), when the Financial Conduct Authority (FCA) last monitored or audited the procedures that require institutions explicitly to set out that they may lend shares on behalf of investors for the purpose of short selling; and what assessment they or the FCA have made of whether beneficial owners of shares are fully aware of the consequences to them of their shares being lent for short selling.

    This is an operational matter for the Financial Conduct Authority (FCA), who are operationally independent from Government. The question has been passed on to the FCA. The FCA will reply directly to the Noble Lord by letter. A copy of the letter will be placed in the Library of the House.

    In 2014-15, there were 1,185 journeys to countries that are members of both the EU and OECD, 19 journeys to EU-only countries and 133 journeys to OECD-only countries. For the first half of 2015-16,550 journeys were made to countries that are members of both the EU and OECD, 25 journeys to EU-only countries and 69 journeys to OECD-only countries.

    To ask the Secretary of State for Health, what guidance his Department issues on the (a) role of health visitors operating in designated children’s centres and (b) ratio of health visitors to children under five years old.

    Local authorities and commissioners of local health services have statutory duties to consider providing services through children’s centres. The ‘Sure Start children’s centres statutory guidance’*, provides guidance on what local authorities and commissioners of local health services should do when fulfilling their statutory responsibilities and includes guidance on the role of health visitors. In particular it states that, “Local authorities should consider how they can use their network of children’s centres to greatest effect through links with other services, including: through links to midwifery, general practitioners and, health visitors. As a minimum, it is expected that every children’s centre should have access to a named health visitor….” Neither the Department for Education nor the Department of Health has issued guidance relating to the ratio of health visitors to children under five years old.

    NHS England advises that its south east regional team has not yet commissioned any additional practice-based mental health therapists in the Mid Sussex area.

    NHS England’s General Practice Forward View, published in April 2016, sets out a commitment to invest in an extra 3,000 mental health therapists to work in primary care by 2020-21, which is an average of a full-time therapist for every two to three typical sized general practitioner practice.

    The UK participated in the original US-led ‘Train and Equip’ programme for vetted Syrian opposition forces fighting Daesh in 2015. The Ministry of Defence announced on 25 October 2016, that up to 20 UK personnel will be deploying to locations in the region, but outside Syria, to contribute to the refined and restarted programme. Their role will be to train selected members of vetted moderate Syrian opposition groups in the skills they need to continue to take the fight to Daesh. The UK is not participating in the "Equip" element of this programme.

    This is the most gender diverseParliamentin British history – we now have more female MPs than ever before and one third of those attending cabinet are women. However, we know there is more that can be done to increase women’s political representation. Getting more women into public life is vital to effectively represent and govern our country.

    The Equality Act 2010 enables political parties to use positive action, should they wish, to increase participation by under-represented groups.

    We also know that women are under-represented on local councils, making up only 31.7% of members. This is why schemes such as the ‘Be a Councillor Campaign’ run by the Local Government Association to encourage new candidates from all walks of life to come forward and represent their local community, are so important.

    DFID has 2 HQ buildings in the UK, one in Whitehall and the other in East Kilbride, Glasgow. Each building has one defibrillator and all staff who are trained in first aid have had the appropriate training to use the equipment.
