    To ask the Secretary of State for Health, what discussions NHS England has had with Health Education England, the Nursing Midwifery Council and the Royal College of Obstetricians on delivery of multi-disciplinary training for maternity services.

    The report of the National Maternity Review: Better Births, published earlier this year, set out wide-ranging proposals designed to make care safer and give women greater control and more choices. Multi-professional education and training were among a number of recommendations that the report made.

    Health Education England (HEE) has established a Maternity Safety Steering Group (MSSG) which first met in December 2015. The MSSG has representatives from the Department of Health, NHS Litigation Authority, NHS England, Public Health England, the Royal Colleges, Institute of Health Visitors, Perinatal Institute for Maternal and Child Health and British Association of Perinatal Medicine. The group works in collaboration to consider what training programmes are available and used in trusts, and to identify appropriate training packages to cover all aspects of maternity safety.

    NHS England is working closely, and will continue to have regular discussions, with partners across the system to discuss multi-professional and multi-disciplinary training, including the Royal Colleges, HEE and the Department. These discussions include the implementation of the recommendations of the National Maternity Review report.

    To ask the Secretary of State for Northern Ireland, what change there was in the amount the EU Commission proposed to make available in structural funds to Northern Ireland for the period 2014 to 2020 from the period 2007 to 2013; what steps her Department took to limit such change; and if she will estimate the level of such funding that Northern Ireland will be allocated after 2020.

    The UK’s 2014-20 allocation for Structural Funds was 5 per cent less than for the 2007-13 period. The Government therefore allocated the UK’s nations an equivalent 5 per cent less for 2014-20 than in the previous period. Northern Ireland’s allocation for 2014-20 is €513.4m.

    The post-2020 Multiannual Financial Framework has not been proposed.

    To ask the Secretary of State for the Home Department, whether it is her policy that EU citizens who have acquired permanent residence under Free Movement Directive 2004/38 will automatically retain their permanent residence in the UK after the UK has left the EU.

    The Prime Minister has been clear that she wants to protect the status of EU nationals already living in the UK, and the only circumstances in which that wouldn’t be possible is if British citizens’ rights in other EU Member States were not protected in return.

    To ask Her Majesty’s Government whether the current capacity and reliability constraints on the East Coast Main Line railway will be comprehensively addressed in Control Period 6.

    The Government intends to articulate in 2017 its emerging priorities for improvements to train services and the national rail network (including possible enhancements to the East Coast Main Line) from 2019.

    In Control Period 5 the Intercity Express Programme will provide the infrastructure to operate new trains from December 2018 which will reduce journey times and increase capacity. Schemes as part of the East Connectivity Fund will also be delivered to improve capacity and reduce journey times, the first of which is enhancements in the Doncaster area set to be complete by May 2017.

    To ask Her Majesty’s Government what assessment they have made of the impact of climate change on the food security situation in the Horn of Africa.

    DFID is committed to supporting vulnerable people affected by food insecurity in the Horn of Africa and to supporting governments in the region to anticipate and mitigate the impacts of the climate on food security.

    Making a robust assessment of the impact of climate change in the horn of Africa is challenging due to data limitations., The UK is undertaking a range of research that seeks to strengthen our understanding of climate in the region which will in turn assist with improving our assessment of likely impacts and working to help improve the early warning tools. For instance in Ethiopia through our support to ClimDev, DFID has supported the strengthening of Ethiopia’s hydro-meteorological network enabling more accurate measurement and prediction of extreme weather and flooding.

    However, we know that the Horn of Africa is vulnerable to the impacts of climate change, and disaster resilience work is crucial in mitigating effects. In Ethiopia, DFID’s Productive Safety Nets Programme (PSNP) has helped turn desert land into land that can be farmed again. In Kenya, the Hunger Safety Net Programme has helped to protect household assets of the poorest people in Northern Kenya and can scale up to protect those at risk from droughts and floods. This helps families recover more quickly and get back on their feet. DFID is at the forefront of resilience work to prevent and reduce the impact of crises in developing countries.

    Depending on weather and aircraft serviceability, it usually took Joint Force Harrier Squadron pilots, on average, three to four weeks to qualify for combat operations from an Invincible Class carrier.

    To ask the Secretary of State for Health, what the effect of the palliative care currency will be on statutory funding for children’s hospices.

    NHS England is responsible for the annual grant to children’s hospices and for determining how it will be allocated each year. The palliative care currency is designed to provide a basis for local commissioning discussions, by clearly identifying the costs of care. The currency is being tested by NHS England locally, to ensure it makes sense to commissioners and providers, and the results will be published later in the year. The intention is that there will be an appropriate transition to local commissioning of children’s hospices, but they have pledged to continue the grant until a sustainable alternative means of local funding is in effect.

    Her Majesty’s Government is researching terrestrial technology that could supply positioning, navigation and timing (PNT) needs. For example, Innovate UK is working with other agencies to research the use of quantum technology for PNT applications. In addition, there is research into technologies that supply only some elements of PNT, including ranging mode and radar absolute positioning.
