    The US convened discussions in Vienna on 30 October with a view to binding key international players into a process. All participants agreed that any process must involve Syrians, noting in the communiqué that: “This political process will be Syrian led and Syrian owned, and the Syrian people will decide the future of Syria.” The UN has been asked to launch a new political process which will involve all the relevant representatives from Syria.

    To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to the Answer of 20 October 2015 to Question 11893, when her Department plans to publish an assessment of the effectiveness of the Soil Protection Review and cross-compliance inspection regime in reducing soil erosion; and what penalties there are for landowners who do not take steps to reduce soil erosion.

    Defra published the report ‘An Assessment of the implementation of the Soil Protection Review (SPR) 2010 and soil management practices in England’ in 2012. The report considered the overall impact of the SPR on soil management practices in England including on erosion.

    Defra introduced new national standards for agricultural soils under cross compliance in January 2015 which apply to recipients of Common Agricultural Policy funding. The Government is monitoring the implementation of the new rules.

    To ask the Secretary of State for Communities and Local Government, what assessment he has made of the success rates of the troubled families programme in reducing re-offending among young adults.

    Information published by my Department on 22 June 2015 shows that, during the original Troubled Families Programme (2012 to 2015), 104,733 were turned around through achieving reductions in youth crime, and/or anti-social behaviour, combined with satisfactory levels of school attendance.

    Under the provisions of the Welfare Reform and Work Bill, I will be reporting annually on the progress and impact of the new Troubled Families Programme which aims to reach up to an additional 400,000 families.

    The Government has already taken steps to simplify the declaration of Gift Aid payments by publishing a new declaration in October 2015. This was developed following consultation with representatives of the charity sector. The simpler wording of the new declaration will give charities and community amateur sports clubs (CASCs) greater confidence that the donations they receive under Gift Aid will be valid.

    To ask the Secretary of State for Transport, what work HS2 Ltd has carried out in Eddisbury constituency since 17 July 2013 on mapping unmapped (a) pipework, (b) brine wells and (c) other brine extraction infrastructure.

    No field mapping has been carried out except two successive (2014 and 2015) HS2 LiDAR surveys of the route in Cheshire.

    HS2 Ltd has commissioned from a mining engineer (in consultation with the Cheshire Brine Subsidence Compensation Board) a study of the saltfield, including the location of known brine wells.

    HS2 Ltd has consulted with brine/salt extraction stakeholders in the Eddisbury constituency, including Tata Chemicals Europe Ltd. and Compass Minerals UK Ltd.

    Following a route decision in autumn 2016 HS2 Ltd will begin production of a full Environmental Impact Assessment.

He also wrote to the new Minister for Economy and Infrastructure on 23 May congratulating him on his appointment and extending a joint request from both myself and the Secretary of State for an early discussion on the situation in the South Wales steel industry.
