    Treasury Ministers have meetings with a wide variety of organisations as part of the process of policy development. Details of ministerial and permanent secretary meetings with external organisations on departmental business are published on a quarterly basis and are available at: http://www.hm-treasury.gov.uk/minister_hospitality.htm. We had a full public consultation on the implementation of the levy and are considering those representations now. Further details will be announced at the Spending Review.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations he has received from the Libyan Council of Deputies in each of the last 12 months; and if he will make a statement.

    We receive regular representations from members of the House of Representatives (also known as Council of Deputies) and other parties in Libya. The UK welcomes the statement of support for a Government of National Accord in Libya signed by the majority of House of Representatives members on November 24, and notes that a majority of General National Congress members in Tripoli also stand firmly in support of a Government of National Accord. Only such a Government can begin the difficult work of establishing effective, legitimate governance, restoring stability, and preserving the unity of the country, as expected by all Libyans. We fully support the UN process led by Special Representative of the Secretary General Martin Kobler as he works to facilitate Libya’s political transition.

    To ask Mr Chancellor of the Exchequer, what representations he has received from (a) the hon. Member for Hayes and Harlington and (b) the Labour Party on reform of the EU budget; and if he will make a statement.

    The Chancellor has not received any representations from the Member for Hayes and Harlington on this matter in this Parliament. The Chancellor receives a large number of representations on a wide range of issues including the EU Budget from MPs, including Labour MPs. As has been the case with previous administrations, it is not normal practice to release details of such representations.

    This Government has secured substantial reform to the EU budget, with the Prime Minister’s deal in 2013 cutting spending for the first time. This deal continues to deliver on prioritising EU spending towards UK priorities.

    The Asian Restaurant Skills Board is an independent industry-led initiative set up to promote the opportunities that the Asian cuisine industry offers for exciting and rewarding careers, increasing social mobility and celebrating the importance of Asian cuisine in modern Britain. DCLG has worked closely with the Board, helping it to promote the industry through a publicity campaign and raise funding for four degree-level scholarships in Asian Cuisine at the University of West London.

    To ask the Secretary of State for Culture, Media and Sport, what proportion of (a) premises in the Highlands and Islands he estimates will have indoor 4G coverage, (b) the Highlands area he estimates will have complete not-spots for voice and SMS text by 2017.

    Improving mobile coverage remains a priority for the Government, and our landmark agreement in December 2014 with the four mobile network operators (MNOs) for each to provide voice and SMS text coverage to at least 90% of the UK landmass by 2017 will significantly improve coverage in the UK, including the Highlands area. The additional licence obligation on Telefonica will deliver significant improvements in 4G coverage as well and whilst we have no specific 4G coverage figures for the Highlands and Islands, the obligation will deliver indoor 4G coverage to 95% of premises in Scotland by end 2017.

    These obligations will also more than halve complete not spots for voice calls across the Highland area landmass over the same period.

    The National Institute for Health and Care Excellence clinical guidance, Chronic fatigue syndrome/myalgic encephalomyelitis (or encephalopathy): Diagnosis and management of CFS/ME in adults and children, published in 2007, estimates that the annual prevalence is approximately 4,000 cases per million of the population.

    Her Majesty’s Government is satisfied that we are not in breach of our international obligations. A licence will not be issued, to Saudi Arabia or any other destination, if to do so would be inconsistent with any provision of the Consolidated EU and National Arms Export Licensing Criteria. The position is kept under constant review as each licence application is considered carefully on a case-by-case basis but there are no plans to commission a further review of the export of UK arms to Saudi Arabia.
