    To ask the Secretary of State for Education, whether her Department issues guidance to schools on how to identify and manage incidences of parental alienation.

    Protection from abuse and neglect is a fundamental right of all children and young people, regardless of their family situation, and the government will continue to review how schools, police, social services and other agencies work together to protect all children.

    The Department published updated statutory guidance in 2015 on Keeping Children Safe in Education and Working Together to Safeguard Children. Schools and colleges must have regard to this guidance when carrying out their duties to safeguard and promote the welfare of children. All school and college staff should be aware of the various forms of abuse, including emotional harm, so that they are able to identify children in need of help and support and know what action to take. This would include recognising where children are suffering as the result of family relationship breakdown.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment his Department has made of the effect on people accessing services of a contract being terminated early by the Skills Funding Agency due to the provider being at risk of failure.

    The Skills Funding Agency (SFA) does not terminate contracts on the grounds of a provider being ‘at risk of failure’. When the Skills Funding Agency terminates a provider’s contract early, whatever the reason for the termination, it ensures that an alternative provider is in place to enable employers and learners to continue their programme if they wish to do so.

    To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to support apprenticeship providers to take on people who have special educational needs and disabilities.

    We are committed to ensuring that apprenticeships are accessible diverse range of people including young people with learning difficulties or disabilities.

    We have supported the production of an employer toolkit and a Special Educational Needs (SEN) section of the Education and Training Foundation Excellence Gateway.

    To encourage employers to hire apprentices, the Government funds apprenticeship training for all 16-18 year olds. This level of funding is extended for apprentices who have an Education, Health and Care Plan (EHC Plan) aged 19-24. In addition, providers can access Learning Support funding to help apprentices who have a learning difficulty and/or disability.

    A Taskforce, led by my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard), has been looking at issues around apprenticeships for people with learning difficulties or disabilities. The Taskforce is currently considering its recommendations.

    Apprenticeships are safeguarded by the same equality duties under the Equality Act (2010) as any other employment. We encourage the use of the range of reasonable adjustments available so apprentices with special educational needs and disabilities (who can apply for Access to Work funding) can demonstrate what they know and can do.

    Government investment in all forms of renewable energy continues to be predicated on achieving an energy mix that is secure, clean and affordable. Government will be announcing details of the next energy innovation programme and the Contracts for Difference (CfD) allocation round in due course.

    The European Arrest Warrant (EAW) provides a basis for a swift and cost-efficient extradition process between EU Member States implementing the principle of ‘mutual recognition’ of judicial decisions. The UK continues to work closely with Member States to execute EAW following the referendum.

    Decisions as to how neighbourhood policing teams are resourced and deployed are operational matters for the relevant Chief Constable, in association with their Police and Crime Commissioner. We recognise the important role Police Community Support Officers (PCSOs) play in keeping communities safe and have given PCSOs additional discretionary powers through the Anti-social Behaviour, Crime and Policing Act 2014.

    To ask Her Majesty’s Government what funding they plan to make available to promote walking to school initiatives when the Local Sustainable Transport Fund comes to an end in March 2016.

    The Department for Transport has a statutory obligation to deliver the Cycling and Walking Investment Strategy (CWIS) which is anticipated to include a National Cycling and Walking Infrastructure Plan. The Department has commenced the early stages of work to develop the first CWIS by summer 2016 following a formal consultation in spring 2016. Detailed content of this Strategy is not yet available, and we are therefore unable to confirm our future plans for promoting walking to school initiatives at this stage.

    That said, the Government recently reaffirmed its commitment to cycling and walking by investing over £300m over the life of this Parliament. This includes delivering the Cycle City Ambition programme in full, and funding the Bikeability cycle training programme for school children. It also includes a new ‘Access’ fund for sustainable travel building on the legacy of the Local Sustainable Transport Fund. It is too early to say what the details of this new Access fund will be as discussions are ongoing, but information is expected to be available in the coming weeks.

    It is also worth noting that this Government remains committed to the principles of localism; it is therefore the responsibility of local authorities to decide their local priorities in relation to ‘walk to school’ initiatives, and attribute government resources, such as the local transport block, accordingly.

    To ask the Secretary of State for Defence, what changes to operating arrangements were made as a result of the decision to cease displaying radioactive material hazard signs on vehicles carrying special nuclear materials to ensure that relevant information is available to emergency services in the event of an accident.

    The Defence Equipment and Support organisation decided to cease displaying radioactive material hazard warning signs on vehicles carrying special nuclear materials in July 2011. Before implementing this decision we sought legal advice and notified the regulator. The change was implemented in 2012 in anticipation of the transition to a single type of vehicle for the transport of both nuclear weapons and special nuclear materials and was needed in order to maintain the policy to neither confirm nor deny the presence of nuclear weapons. No changes were required to operating arrangements as a result of this decision. The Ministry of Defence’s arrangements for the safe transport of defence nuclear materials include the provision of information to the emergency services in the event of an incident; this does not rely on displaying radioactive material hazard warning signs.
