    To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 23 March (HL6981), whether the money necessary to make all the destroyers operational will come from the First Sea Lord’s budget or from the reserve or contingency funds.

    All Type 45 Destroyers remain in the operational cycle and continue to be routinely deployed. The Type 45 power and propulsion improvement programme is currently considering a number of technical options and delivery models with competing industrial partners. The programme is not yet mature enough to confirm when the equipment upgrade will be completed.

    Funding for the Type 45 power and propulsion improvement programme is to be contained within the budget allocated to Navy Command.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations he has made to the government of Ethiopia on the (a) imprisonment of the journalist Eskinder Nega and (b) protection of freedom of speech in that country.

    We continue to have concerns about those who are detained under the Anti-Terrorism Proclamation, including members of the opposition groups, journalists, peaceful protesters, and others seeking to express their rights to freedom of assembly or expression. British Embassy officials in Addis Ababa have not directly raised the case of Eskinder Nega, but through our engagement with Ethiopia and in the FCO’s previous Human Rights Reports, we have highlighted the need for greater freedom of the press in Ethiopia. With our international partners, we will continue to monitor high-profile trials brought under the Anti-Terrorism Proclamation. We have also raised these concerns with the Ethiopian government through our Human Rights Dialogue, whilst welcoming the release of Zone 9 bloggers and Reeyot Alemu last summer.

    Finalising the construction timetable for works in this area will be the responsibility of the Main Works Contractor when they are appointed following Royal Assent. An indicative construction programme for Chesham and Amersham is set out in Volume 2 of the Environmental Statement (ES) – CFA reports 8-9. This indicates advanced works commencing in the first quarter of 2017, with civil engineering works commencing in the fourth quarter of 2017.

    To ask Her Majesty’s Government what steps they are taking to enable the Nursing and Midwifery Council to process disciplinary hearings in a more timely, effective and efficient manner.

    The Nursing and Midwifery Council (NMC) is the independent body responsible for the regulation of nurses and midwives in the United Kingdom. The NMC is responsible for discharge of its statutory duties including fitness to practise (FtP) investigations and hearings.

    The Department is working closely with the NMC on a number of proposed legislative changes which will improve the efficiency and effectiveness of its FtP processes. The Department has recently consulted on these proposed changes and is currently considering the responses received.

    The Government is committed to ensuring that professional regulation continues to provide effective protection for patients.

    To ask the Secretary of State for Energy and Climate Change, what assessment she has made of the effect on investor confidence in the UK electricity generation market following the recent announcements surrounding the Renewables Obligation closure and reductions in feed-in tariffs.

    We conducted an engagement exercise to better understand the views of stakeholders on the early closure of the Renewable Obligation to onshore wind. To protect investor confidence a grace period was proposed in June, and we have subsequently proposed amendments to this in response to stakeholder feedback over the summer. We consider this will strike the right balance between consumer and industry interests.

    We also ran a consultation on changes to support for small scale solar projects under the Renewable Obligation and one on the feed-in tariff review. We strongly welcomed evidence from the sector during these consultations and we hope this will allow us to improve our understanding of the impact on jobs and investment.

    The measures we announced are about getting costs under control, which is essential to provide the foundations for clean electricity investment in the future. We will still be delivering at or above the EMR Delivery Plan ranges and reaching at least 30% electricity generation from renewables by 2020. So we are still supporting a strong pipeline of projects that are bringing jobs and investment across the UK.

    The shape and structure of a new scheme will be decided following public consultation. The consultation document, including details of how those who are interested can provide a response, will be published in January.

    Following this consultation, taking into account the views that we receive, we will then work as quickly as possible to launch any scheme reform.

    On 17 September 2015, the Minister for Policing, Crime, Criminal Justice and Victims wrote to all chief constables, copied to police and crime commissioners, to inform them of the Psychoactive Substances Bill and to invite them to operational workshops for enforcement partners taking place in February. The Local Government Association, Trading Standards and other law enforcement partners have been engaged through the cross government implementation working group as well as the police psychoactive substances enforcement working group over the last few months in preparation for the commencement of the Bill.

    Immediately after the Smolensk tragedy, the UK Government extended our deepest condolences to the Polish government and people for the loss of their President, his wife and 94 others. The conduct of the investigation into the crash and the return of the wreckage is a matter for Poland and Russia, and we have received no requests to intervene.

    Spend as a percentage of gross domestic product (GDP) is usually reported on a United Kingdom basis. HM Treasury publishes UK health spend figures as a percentage of GDP which are shown below. Note this excludes private health expenditure.

    The Spending Review settlement, delivered by the Chancellor on 25 November, set the Department’s overall budget for the remaining years of the parliament and the level of funding that will be available to the National Health Service. It set absolute spending totals, not spending as a percentage of GDP, providing certainty for financial planning over the period. The Department has not therefore made forecasts for health spending as a share of GDP for future years.

    GDP figures are calculated on an economy wide basis, so GDP figures for England are not available to calculate spend on health care in England as a share of English GDP.

    To ask Her Majesty’s Government what steps they have taken to consult family members and children in the London Borough of Lambeth about their experience of children’s services in the Borough.

    As part of Ofsted’s inspection of children’s social care services in Lambeth (reported on 12 May 2015), Ofsted met with children, young people, parents, carers, care leavers and Lambeth’s Children in Care Council, who provided direct evidence about their experiences of Lambeth’s children’s services.

    Ofsted inspectors also talk to young people as part of bi-annual visits to children’s homes; and take children’s and parents’ views as part of an annual survey of all children’s homes and fostering agencies. These surveys inform Ofsted’s lines of enquiry for subsequent inspections and decisions about the timing of inspections.

    The independent Inquiry into Child Sexual Abuse, led by the Hon. Dame Lowell Goddard DNZM, is taking evidence from those affected by child sexual abuse in Lambeth.
