The Insurers’ Infrastructure Investment Forum was set up the to give members of the Association of British Insurers (ABI) a direct communication link to Government, exploring ways to maximise opportunities for insurance fund managers to invest in UK infrastructure debt instruments via the capital markets.
In 2013 a group of 6 insurers agreed to aim to invest £25bn in UK infrastructure over the next 5 years. They have already invested over £5bn and are on track to meet their target.
In 2015 InfraRed Capital Partners and Prudential have each taken 45% stakes in the £1bn Swansea Bay Tidal Lagoon project.

The rail industry has well-established procedures to ensure that railway infrastructure and trains are prepared for winter conditions, including the operation of specialised trains to treat the track to help keep it clear of snow and ice, the use of points heaters to prevent those freezing up, and measures to keep snow and ice out of electrical equipment on trains. With appropriate variation for the specific needs of each part of the network, these arrangements apply on the West Coast Main Line as on the rest of the network. I note that recently the West Coast main line north of Carlisle was re-opened just three days after being submerged under eight feet of floodwater.

The Prime Minister discussed the scope of the Intelligence and Security Committee’s (ISC) Inquiry with its Chairman. They reached agreement on the disclosure of material to the ISC that will enable the Committee to conduct a review of the threat posed by Reyaad Khan. The ISC have received contemporaneous intelligence assessments of Khan and will take further evidence in the coming weeks.

To ask the Secretary of State for Health, how many Looked After Children were (a) referred to mental health services and (b) accepted for treatment by mental health services in each of the last five years.

This data has not been collected centrally. However, in February this year for the first time the Health and Social Care Information Centre began collecting a range of data about children and young people’s use of secondary mental health services via the new Mental Health Services Dataset. This includes data on whether children and young people using services are looked-after. Data quality and quantity will take time to build, but we expect a range of national reports to be developed during the course of 2016.

To ask the Secretary of State for the Home Department, how many Disclosure and Barring Service checks are yet to be processed which are (a) one, (b) three and (c) six months after the relevant renewal date.

The Disclosure and Barring Service is responsible for issuing criminal record certificates and the maintenance of children’s and adults’ barred lists. The Disclosure and Barring Service has a target of processing 85% of all disclosure applications within 21 days. In the vast majority of cases (95%), disclosure certificates are issued within 8 weeks (2015/16).
Criminal record certificates issued by the Disclosure and Barring Service do not expire after a specific period of time and do not include a renewal date. A certificate has no set period of validity. Information revealed through a Disclosure and Barring Service check reflects the information that was available at the time of its issue. Disclosure certificates are primarily designed to be used by an employer at the point of recruitment for a particular position.
Some roles and some employers require the person concerned to “renew” their Disclosure and Barring Service check at specific intervals. The person can do that either by applying for a new certificate or by using the Disclosure and Barring Service Update Service.
It would not be appropriate to comment on specific cases, but there are a number of factors which can affect the timely completion of checks. These include the length of time if can take for an employer to deal with the initial application, the accurate completion of the application form, the clarity of the information provided, the existence of conviction or non-conviction information, legal challenges and the operational effectiveness of the disclosure units of the police forces involved, if any, in the enhanced process. In some cases, forces will ask Disclosure and Barring Service to clarify some details provided by the applicant which requires further investigation and this can cause further delays.
