    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the progress made at the recent UN peace talks in Geneva on Syria.

    The latest phase of UN-facilitated peace talks on Syria came to a pause in Geneva on 24 March. UN Special Envoy, Staffan de Mistura intends to reconvene the parties after the Easter break. This latest phase continued in the “proximity talks” format rather than direct talks between the parties. During their discussions with the UN Special Envoy, the High Negotiations Committee of the Syrian Opposition presented their plans for political transition. Conversely, we understand that the Syrian regime did not engage on issues of substance during their discussions with the UN Special Envoy. At the conclusion of this round of talks, the UN produced a paper outlining its assessment of the “points of convergence” between the opposition and regime and has invited both sides to consider it before talks resume on or around 10 April.

    Clinical commissioning groups and NHS England are responsible for delivering services for people with motor neurone disease, funded from their annual funding allocations. Information on funding for motor neurone related services is not collected centrally.

    To ask the Secretary of State for Transport, whether the Government plans to grant local authorities greater powers to resolve neighbour disputes arising from the reservation of parking spaces using traffic cones, refuse bins or other items.

    It is an offence under Section 148(c) of the Highways Act 1980 for a person to deposit anything on the highway to interrupt the use of a highway. Local authorities have powers under Section 149 of the Highways Act 1980 to notify the person who deposited the item or items to remove them, or refer the matter to a Magistrates’ Court if he or she fails to comply. The Government believes that the current powers are adequate to deal with such matters.

    ​The UK welcomes the recent dialogue between the Somaliland Government and representatives from the Eastern regions of Sool and Sanaag. This is a Somali-led and Somali-owned process which we hope will result in a more inclusive political settlement and enhance stability in the region. On 16 September, with international partners, we made a statement calling for the Somaliland President urgently to set out a clear process, with timelines, to achieve this.

    To ask Her Majesty’s Government whether they plan to revise current visa categories to allow non-EU professionals and experts, in particular those in the health and science sectors, to teach one-off classroom sessions in the UK without pay, but receiving funding for their flights and accommodation, without the need for a work permit.

    We keep all categories of entry and the application process under regular review. The Home Office recently concluded a wide ranging review and consultation that led to the changes to the Immigration Rules for visitors in April this year. The changes included consolidation and simplification of all visitor categories from fifteen into four routes to provide flexibility on the activities a visitor can do, as well as some expansion of the permitted activities. These included business related activities such as participating in or running training courses, meetings and conferences.

    Under the Immigration Rules visitors are allowed to teach one-off classroom sessions in the UK without pay and their sponsors are welcome to provide funding for flights and accommodation.

    We remain concerned about any damage to cultural property in Yemen and are aware of reports of alleged damage by actors in the conflict. Yemen and many members of the Saudi-led coalition are parties to the 1954 Hague Convention on the Protection of Cultural Property in the event of Armed Conflict and to the 1972 World Heritage Convention. We have raised our concerns regarding protection of cultural property with both the government of Yemen and the Saudi Arabian government.
