    To ask the Secretary of State for Health, what plans NICE has to consult on its methodology for carrying out evidence reviews and impact analyses to support NHS England’s specialised commissioning process.

    As yet, the National Institute for Health and Care Excellence (NICE) does not have any plans to consult on changes to its methods and processes to support NHS England’s specialised commissioning process, but will carry out a full consultation if any such changes are considered necessary.

    Following NHS England’s review of its specialised commissioning processes and the publication in the summer of the final report from the Accelerated Access Review, we anticipate NICE will want to look at its processes and methods for the assessment of drugs and treatments used in specialised commissioning.

    My Rt Hon. Friend the Secretary of State for International Trade met with the Japanese Ambassador to the United Kingdom on 6 September. A range of topics were discussed including the opportunities presented by the United Kingdom exiting the European Union to strengthen its role as a global leader for free trade, including its trade links with Japan.

    Hydroplane bolts are externally located equipment, whereas the BR Standard referred to, albeit superseded, sets standards for internal equipment. The Department is satisfied that appropriate standards are met for this equipment in accordance with our existing guidance.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Faulks on 5 November (HL2965) concerning public inquiries that they have instigated into the death of a single individual since 1988, which of the individuals specified have not had a full coroner’s inquest.

    A coroner’s inquest was not completed into the deaths of the following individuals:

    Victoria Climbié, Robert Hamill, Dr David Kelly, Alexander Litvinenko, Baha Mousa, Zahid Mubarek, Rosemary Nelson and Azelle Rodney.

    The only occasion when an inquest has been adjourned under section 17A of the Coroners Act 1988 because a non-statutory inquiry was to be held was following the death of Dr David Kelly. The Lord Chancellor established an inquiry to investigate the circumstances surrounding the death on 18 July 2003, the day that Dr Kelly’s body was found.

    In November 2015 Sir David Higgins published his “Yorkshire Hub” interim report on Leeds HS2 station setting out his recommendation for a new hub station in Leeds. HS2 Limited is examining options that could allow regional services using HS2 from the south to travel via Leeds to York, Newcastle or Hull. The Government will take a decision on the Phase Two route in autumn 2016.

    The Government is continuing to promote domestic solar photovoltaic installations with the Feed-in Tariff scheme which will support small-scale solar until 2019.

    We project that the FIT scheme could support up to 220,000 new solar installations between now and 2019.

    To ask the Secretary of State for Health, whether the 100,000 Genomes project will be able to diagnose patients with a ring chromosome.

    The 100,000 Genomes Project could potentially diagnose participants with a ring chromosome through whole genome sequencing. The close working between NHS Genomic Medicine Centres and Genomics England means that ring chromosomes will continue to be detected primarily through routine diagnostic care. The 100,000 Genomes Project will give important information on the effective use of genomic technologies to bring benefit to National Health Service patients.

    To ask the Secretary of State for Health, what steps his Department plans to take to support recommendation 17 of the Mental Health Taskforce report of February 2016, on 24/7 access to mental health services by 2020-21.

    The Department welcomed the publication of the independent Mental Health Taskforce report and we are working with our delivery partners to develop a programme of work to embed its recommendations in our policies. We will provide further details in the summer.

    To support this programme, we announced in January that an additional £1 billion investment will help to transform mental health services by 2020. This investment includes over £400 million for crisis resolution and home treatment teams to deliver 24/7 treatment in communities and homes as a safe and effective alternative to hospitals and £247 million for liaison mental health services in every hospital emergency department.

    To ask Mr Chancellor of the Exchequer, how many people accessed personal pensions between (a) April 2015 and April 2016 and (b) April 2014 and April 2015.

    The Government does not have information on all payments from personal pensions taken since April 2014.

    Information on the taxable element of pension flexibility lump sums taken since April 2015 is collated and published quarterly by HM Revenue and Customs (HMRC). However, this includes other types of private pensions such as occupational pensions, not just personal pensions. This also provides details of the number of people who have taken these payments. The publication can be found at https://www.gov.uk/government/statistics/flexible-payments-from-pensions.

    Equivalent information for the period April 2014 to April 2015 is not held, as HMRC only began to collect this information after the introduction of pensions freedom and choice.
