To ask the Secretary of State for Foreign and Commonwealth Affairs, when he last made representations to the Chinese government on the fate of the Panchen Lama; and what response he received to such representations.

As I said in my answer to PQ12772 on 29 October last year, we urge China to ensure that the restrictions on the Panchen Lama’s freedom of movement and communication are lifted, so that he may select the career, education or religious life of his choosing, wherever he is. We most recently raised the matter at the UK-China Human Rights Dialogue in 2014. We had no substantive response but the Chinese authorities stated in September 2015 that the Panchen Lama was “leading a normal life”. We will raise the matter again at the next round of the Human Rights Dialogue later this year.

The Government agrees that it is important for consumers to have access to a diverse range of investment choices and for start-ups and SMEs to have access to a wide range of funding sources.
To this end, the Government has implemented a proportionate regime for peer-to-peer lending and crowdfunding that gives retail investors the opportunity to invest in start-ups and SMEs. Retail investors can also benefit from other initiatives, including Undertakings for Collective Investments in Transferrable Securities, where the fund can allocate up to 10% of assets to venture capital.
The Government has no plans to review the definition of sophisticated investors as set out in the Financial Promotions Order 2005.

To ask the Secretary of State for the Home Department, what recent discussions her Department has conducted with its French counterpart on co-ordinating humanitarian relief efforts in Calais.

The Home Office is in regular discussions with French counterparts at ministerial and official level on all aspects of the migrant situation in Calais. The French Government is responsible for the care of migrants in Calais, including support over the winter. However, both governments are committed to finding a sustainable solution to the situation in Calais. One aspect of the UK-France Joint Declaration of 20 August, committed the UK to providing a £3.6 million (or €5 million) per year for two years to help support a range of work to manage the migrant population in Calais, in particular to provide support and facilities elsewhere in France. Additionally, the UK has provided £530,000 (€750,000) to fund a project to identify those in the camps at risk of trafficking and exploitation, to transfer them to places of safety; and to provide them with appropriate support within the French system.
The UK and French Governments are unified in their response to the migratory phenomenon and both governments recognise the importance of close partnership and collaboration to reach a long-term solution. This is a global challenge, and we will also work together to ensure that other EU states, as well as source and transit countries outside Europe, are doing everything they ought to be to stop people making these dangerous journeys in the first place.

To ask the Secretary of State for the Home Department, if she will make an assessment of the potential threat to minority communities in the UK of language used by US presidential election candidates which her Department defines as extreme.

HM Government does not routinely comment on assessments of alleged extremist behaviour by individuals. Tackling the threat that extremism poses to all UK communities is at the heart of HMG’s Counter-Extremism Strategy, and we are working in partnership with communities across the country to do so.
In July 2015, the Prime Minister charged Louise Casey with carrying out a review of ways to boost integration in UK communities to combat the divisive threat of extremism. An interim report for the review is due to be published in the early part of this year.
