    To ask the Secretary of State for Transport, what discussions he has had with colleagues and representatives from the automotive sector regarding whether the Plug-in Car Grant should prioritise Pure Electric Vehicles above Plug-in Hybrids.

    The Office for Low Emission Vehicles (OLEV) comprises elements of the Department for Business Innovation and Skills, Energy Climate Change and Transport and its work programme has cross-government support. The 2015 Spending Review settlement represents an increase of over £100 million on the Government’s manifesto commitment and means that the Plug-in Car Grant can run throughout the Parliament if there is a market need.

    The government announced on the 17 December a long-term extension to the Plug-in Car Grant to encourage more low emission vehicles on Britain’s roads. The announcement confirms the grant will continue until at least the end of March 2018.

    From next March, buyers of the greenest cars can save up to £4,500 off the price, bringing total funding for the scheme to £400m over the course of this Parliament. In addition the greenest vehicles will be exempt from the £60,000 price cap.

    Ministers and officials frequently meet with representatives of both vehicle manufacturers and the Society of Motor Manufacturers and Traders to discuss the ULEV market. This helps to inform policy discussions about grant levels.

    To ask the Secretary of State for Defence, how many incidents of laser pen attacks on military aircraft were recorded in (a) the UK and (b) overseas in the last five years.

    There have been some 470 laser related Defence Air Safety Occurrence Reports received in the last five years involving UK military aircraft. Some 250 occurred in the UK and 220 overseas. It is not possible to determine whether laser pens were responsible for each incident.

    The difference in hourly rate of pay for male and female staff can be explained by a greater proportion of male staff at the higher grades.

    A recent equal pay review, analysing pay by grade, found that there were no significant equal pay differences based on gender.

    To ask the Secretary of State for Health, how many co-commissioning pilots aimed at improving clear access routes between schools and specialist mental health services have been launched in each (a) year since 2010 and (b) month of 2015-16 to date.

    On 3 December 2015 the Education Secretary announced 22 pilot areas across the country would develop better joint working arrangements to support timely and appropriate referrals to services and implement a joint training programme for named contacts in Child and Adolescent Mental Health Services and schools.

    To take forward these actions, the Department and NHS England are working together to test the named lead approach and to trial a joint training programme for them. The training workshops element of the pilot began in November 2015 and it is expected that all of the workshops will be delivered by the middle of March 2016.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations his Department has made to the President of Sri Lanka on (a) the implementation of UN Human Rights Council resolution 30/1 and (b) the involvement of foreign judges and prosecutors in the investigation and prosecution of war crimes during the Sri Lankan civil war since the last ministerial visit to Sri Lanka.

    We regularly discuss progress and developments in Sri Lanka with the government, including on UN Human Rights Council (UNHRC) resolution 30/1. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) did so when he met President Sirisena on 12 May and our High Commissioner to Sri Lanka did so on 10 May. I also discussed this with the Prime Minister Wickremesinghe and Foreign Minister Samaraweera when I visited Sri Lanka in January. We encourage the government to implement fully its commitments to the UNHRC resolution on reconciliation, accountability and human rights, and look forward to the High Commissioner for Human Rights’ assessment of Sri Lanka’s progress in June.

    DFID primarily provides support in developing countries through grants to delivery partners. We work in the poorest countries, including fragile and conflict affected states, for whom non-grant options can pose more risk.

    No DFID resources that are specifically disaggregated as supporting sexual and reproductive health and rights or family planning were provided via non-grant mechanisms during those periods. While we do support World Bank IDA, which is a non-grant source of finance, we believe it is important that countries establish their own priorities for spending these resources.

    To ask the Secretary of State for Energy and Climate Change, if her Department will bring forward plans to invest in energy storage, including pump storage hydro, to increase security of electricity supply.

    The Department recognises the potential for storage to help us use energy more flexibly and decarbonise our energy system cost effectively, alongside interconnection and demand-side response (DSR). In light of this, more than £80m public sector controlled support has been committed to energy storage research, development and demonstration activities since 2012.

    Storage is also eligible to participate in the Capacity Market (CM). One pump hydro company has conditionally prequalified with a new project for the next round of auctions this year.

    The Department is investigating the potential barriers to the deployment of energy storage. We are carefully considering possible mitigating actions, focussing in the first instance on removing regulatory barriers to energy storage. We plan to conduct a consultation and call for evidence in the spring.

    A total of 615 badgers were culled in 2014; 341 in Somerset, and 274 in Gloucestershire. These data were published in December 2014. A report on the outcome of the 2015 badger cull will be published shortly.
