To ask the Secretary of State for Education, what steps the Government is taking to ensure that local authorities have the (a) financial and (b) other capacity to deliver free childcare to those people who are most deprived.

Since September 2014 around 40% of disadvantaged two-year-olds have been entitled to an early education place. In 2012 the Government contracted ‘Achieving 2-year-olds’ to support local authorities in expanding the two-year-old entitlement. This support is working, and data from the latest voluntary survey of local authorities shows that an estimated 182,000 children were funded during the seven week period in the autumn of 2015, as take-up of the entitlement has increased to 72% of eligible children. This is building on local authorities’ successful delivery of 15 hours of early education per week to all three- and four-year olds, with 99% of four-year-olds and 94% of three-year-olds taking up a place.
The Government is investing in childcare at record levels, and total Government spend on childcare will increase from £5 billion in 2015-16 to over £6 billion by 2019-20. This includes almost £4 billion for the current free entitlement for three- and four-year-olds, disadvantaged two-year-olds and the early years pupil premium for three- and four-year-olds, as well as funding for the extended entitlement for working parents of three- and four-year-olds. The funding also includes £300 million for a significant uplift to the rate paid for the two, three and four-year-old entitlements, including for children from deprived backgrounds.

To ask Her Majesty’s Government what assessment they have made of the benefits of including representatives from the Department for International Development in discussions and representation at the Global LGBTI Human Rights Conference that will take place in Uruguay from 13 to 15 July.

The UK will send a delegation to the Global LGBTI Human Rights Conference taking place in Montevideo in July. We are committed to working with those countries that will be represented at the conference, and others, to combat discrimination and violence against LGB&T people. This forms an important part of our wider international human rights work. DFID is assessing the benefits of including representatives from the department at the Global LGBTI Human Rights Conference through discussion with key lesbian, gay, bisexual and transgender (LGB&T) organisations and with other government departments. The Global LGBTI Human Rights Conference will provide an opportunity to share information, best practice and lessons learned with partners and to discuss how to better coordinate international efforts to support the promotion and protection of the rights of LGB&T people worldwide.

To ask the Secretary of State for Transport, for what reasons and in what roles Air Accident Investigation Branch officials are attending the scene of the fatal crash of an EC225L Super Puma helicopter on the south west coast of Norway on 29 April 2016; and if he will make a statement.

The Air Accident Investigation Branch (AAIB) are assisting the Norwegian Safety Investigation Authority with an Accredited Representative and two advisors to the EC225 accident on 29 April. This is due to the death of a UK national on board the helicopter and previous experience with EC225 accidents in the North Sea. The AAIB also successfully downloaded the combined cockpit voice recorder and flight data recorder (black box) last weekend and have provided that information to the investigation.

The Home Office is responsible for a number of Directives that are yet to be transposed into UK law:
Directive 2014/41/EU of the European Parliament and of the Council of 3 April 2014 regarding the European Investigation Order in criminal matters;
Directive 2014/54/EU of the European Parliament and of the Council of 16 April 2014 on measures facilitating the exercise of rights conferred on workers in the context of freedom of movement for workers; and
Directive (EU) 2016/681 of the European Parliament and of the Council of 27 April 2016 on the use of passenger name record (PNR) data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime.

Public Health England will continue to reprint Start4Life leaflets on breastfeeding (in a simpler format) and bottle feeding, and will be revising the early child nutrition leaflet to incorporate new guidance from the Scientific Advisory Committee on Nutrition, when available.

To ask the Secretary of State for Energy and Climate Change, what difference there is between the wholesale price for electricity and the representative market price for baseload electricity referred to in her Departmental Minute of 21 October 2015.

The Department has used projections of the baseload wholesale price of electricity to calculate the support payments for Hinkley Point C in the Departmental Minute of 21 October 2015. They are therefore consistent with the reference price as referred to in the Annex of the same Minute.

To ask the Secretary of State for Health, pursuant to the Answer of 30 November to Question 17518, what steps he plans to take to increase the course completion rate for people who are referred to the Improving Access to Psychological Therapies programme.

We are working closely with NHS England on all issues related to the Improving Access to Psychological Therapies (IAPT) programme, which includes reducing dropout rates. The Department is currently in conversation with NHS England to determine the causes of dropouts.
The table in answer to Question 17518 includes all referrals who did not finish a course of treatment, this would include those that drop out but also includes those who do not complete treatment for other reasons including those who were not suitable for IAPT treatment, those who are moved or referred elsewhere and those that declined the offer of treatment.

To ask the Secretary of State for Health, if he will assess the effect of individual funding requests for palivizumab on premature babies at risk of severe complications from respiratory syncytial virus.

NHS England has advised that it is monitoring the level of individual funding requests for patients who do not meet the criteria for palivizumab. NHS England aims to finalise an analysis of this data in April 2016 and will report its findings to the neonatal care clinical reference group.
