    To ask the Secretary of State for the Home Department, whether all children in Calais with valid family reunion claims and the first 300 of those children identified as most at risk will be re-located to the UK in time for the start of the new school year in September 2016.

    Both Governments are clear that migrants in Calais in need of protection should claim asylum in France. The UK will consider requests to take responsibility of an asylum application made in France, where an asylum claim is lodged by a minor with close family connections in the UK and both governments are committed to ensuring such cases are prioritised. To assist the handling of these cases the UK and France have established a senior level standing committee, agreed single points of contact within respective Dublin Units and the UK seconded an asylum expert to the French administration to facilitate the improvement of all stages of the process of identifying, protecting and transferring relevant cases to the UK. Since February 2016 the UK has accepted over 30 requests from France under the Dublin Regulation to take charge of asylum seeking children on family grounds of which more than 20 have already been transferred to the UK.

    Later this year the rail industry will present its initial advice to Government on investment needs for the national network, drawing on the outputs of Network Rail’s long term planning process, including its refresh of the national electrification strategy. Taking account of this advice and other inputs – including from Transport for the North – the Government intends to articulate its emerging priorities for improvement to the national network during 2017.

    To ask the Secretary of State for Health, what advice (a) Monitor and (b) the Trust Development Authority has issued to NHS trusts in England about postponing elective operations and outpatient appointments during the winter period.

    As in previous winters Jim Mackey, head of NHS Improvement (which includes both Monitor and the Trust Development Authority) sent a letter to NHS Foundation Trust and NHS Trust Chief Executive Officers on 3 December 2015.

    The letter suggested as a guide to aim for 20% unoccupied general and acute bed capacity by Christmas Eve and stated that this might involve rescheduling of elective work. Winter always places extra demand on the NHS and we are working hard with hospitals to ensure they are fully prepared to meet this challenge. Managing planned non-emergency operations and helping patients to get out of hospital more quickly are examples of how hospitals can make sure they have enough free beds to cope with the rising number of patients needing emergency care that the winter period often brings.

    To ask the Secretary of State for Justice, on how many occasions monitors have investigated and reported to him on allegations made against custody officers performing custodial duties at (a) Hassockfield, (b) Medway, (c) Oakhill and (d) Rainsbrook secure training centre since each centre opened.

    If an allegation is made against a staff member in a Secure Training Centre (STC), a child protection referral will be made to the independent Local Authority Designated Officer (LADO) for investigation.

    Where disciplinary action is recommended, the YJB which is statutorily responsible for the youth estate will oversee the disciplinary process which will be conducted by the STC provider.

    The YJB will only refer an investigation to the Secretary of State if an STC provider conducts an insufficiently comprehensive or robust disciplinary process, and does not correct this when required to by the YJB. The YJB would then refer the case to the Secretary of State and recommend that the member of staff has their custody certification revoked.

    The YJB have the ability to suspend custody certificates, but cannot revoke them. The power to revoke a custody certificate lies with the Secretary of State. There have been no referrals to the Secretary of State to revoke a custody certificate as of yet, as the only circumstances where the YJB would be required to make a recommendation to the Secretary of State, would be where the YJB have suspended a certificate but the contractor has refused to dismiss the employee.

    The member of staff would then no longer be certified to work in any secure setting for young people

    No monitor has reported to the Secretary of State for revocation of custody officer certification since each centre opened.

    To ask the Secretary of State for Transport, which body is responsible for enforcement of aircraft noise abatement requirements.

    The Government sets noise abatement procedures at Heathrow, Gatwick and Stansted. These are set out in Noise Abatement Requirements Notice(s) made under section 78 of the Civil Aviation Act 1982.

    At other airports these are agreed locally often through local planning agreements. Where the Government sets the procedures these are monitored by the airports’ noise and track keeping systems which receives data from National Air Traffic Services (NATS) radars and permanent noise monitors located around the airport.

    Adherence to the noise abatement procedures are reported via the airports flight performance report which will be available on the airports website. Fines are imposed at Heathrow, Gatwick and Stansted airport for breaching noise departure limits.

    To ask Her Majesty’s Government what action they are taking to urge the Egyptian authorities to investigate fully the torture and death of Giulio Regeni in Cairo this year and what assessment they have made of the risks to the safety of British academics and journalists presently in Egypt.

    We have followed the case of Giulio Regeni closely since he disappeared on 25 January. We are saddened by his tragic death and are very concerned about reports that he was tortured. We pass our condolences to his family and friends at this difficult time.

    We have raised our concerns and the need for a full investigation with the Egyptian authorities both in Cairo and with the Egyptian Ambassador in London. We support the Italian and Egyptian efforts to investigate and have asked the Italians to let us know if there is anything we can do to support.

    The Foreign and Commonwealth Office Travel Advice provides objective information and advice to help individuals make better-informed decisions about their travel. We review our travel advice for Egypt on a regular basis and make necessary changes after careful analysis. Our only consideration is the safety of British Nationals.
