    Mr Newby has not been involved in the drafting of and consultation process for the Pubs Code.

    Officials in the Department for Business, Innovation and Skills met the Adjudicator after his appointment to provide him with a high level briefing on Part 4 of the Small Business, Enterprise and Employment Act and some areas of the draft Pubs Code in order to familiarise him with key aspects ahead of him taking up this important role. During the course of this briefing there was a discussion of some technical aspects of the Market Rent Only arbitration process – for example, the length of time it takes to appoint an independent expert – where the Adjudicator shared his professional insights.

    To ask the Secretary of State for Education, how many schools applied to the Education Funding Agency for funding for asbestos removal between 2010 and 2016; and what the (a) name, (b) type and (c) local authority is of each such school.

    The Education Funding Agency (EFA) does not hold a breakdown of funding information, in the format requested, in relation to the removal of asbestos or renovation of school buildings.

    Under the Control of Asbestos Regulations 2012, the primary responsibility for managing asbestos lies with the person or persons responsible for the maintenance or repair of a building. For schools, this will be the local authority, school governors or academy trust.

    The table below summarises the capital budgets from 2011-12 to 2016-17 that were provided for school maintenance, refurbishment and rebuilding, including where appropriate the removal and/or safe containment of asbestos-containing materials. As these works are covered by the capital funding programmes listed below, the Department does not allocate a separate budget for this purpose; and there are no plans to do so in future years.

    The Department does not hold directly comparable allocation or expenditure data on prior years.

    To ask the Minister for Women and Equalities, what steps the Government is taking to increase the number of women taking up apprenticeships.

    Women made up over 50% of apprenticeship starts in England over the past 4 years, just as they make up more than half of people entering higher education.

    We want to make apprenticeships accessible to the widest possible range of people, as part of meeting our commitment to reach 3 million starts by 2020.

    To increase apprenticeship starts, the Enterprise Bill will set targets for public bodies to employ apprentices. We have amended procurement rules to demonstrate a clear commitment to apprenticeships.

    To ask Her Majesty’s Government what measures they intend to take in response to the Lord Chief Justice’s Review of the Administration of Justice in the Courts of 2015, which found that our system of justice has become unaffordable to most” and that “no satisfactory means of funding the provision of our system of justice has yet been achieved”.”

    The Government has put in place measures to support people in resolving their disputes by means of more informal and less costly remedies, and we have made sure that legal aid remains available for the highest priority cases. There is, however, more to do if we are to achieve our vision of one nation justice.

    As the Lord Chief Justice made clear in his annual report, the investment the Government is making to modernise our courts and tribunals is a significant step, and one which will enable us to tackle many of the issues he identified.

    We will continue to work closely with the judiciary to make sure that our justice system delivers faster and fairer justice for all.

    To ask the Secretary of State for Defence, pursuant to the Answer of 19 October 2015 to Question 10743, how many applications from Normandy veterans for the Legion d’Honneur are not yet processed by his Department.

    In order to help the French authorities we have jointly developed improved administrative procedures, whereby the UK is submitting Legion d’Honneur applications to the French in a steady flow in approximately the order they were received by the Ministry of Defence.

    Some 2,900 applications have been sent to the French Embassy since the new system began in July last year; we have approximately 1,750 cases still to be submitted and the Department continues to receive new applications on a weekly basis. Cases are given priority on the grounds of ill-health or extreme age.

    To ask Her Majesty’s Government how much money the NHS invested in ensuring access to and provision of structured education for diabetes patients in (1) 2013, (2) 2014 and (3) 2015, and what percentage those figures represent of total NHS spend on diabetes during each year.

    NHS England and Monitor are working closely together to ensure that the payment system supports service developments in the vanguard sites (including those where integrated diabetes care is a focus) as well as monitoring local innovative approaches to supporting integrated care taken by some clinical commissioning groups (CCGs). This is to ensure that the payment system keeps abreast with the development of future service models and is not a barrier to the development of new models of care.

    During 2016/17, NHS England will look at the current incentives and funding arrangements for diabetes to see how greater alignment could be achieved between the financial incentives for primary and secondary care.

    Information on how much money the National Health Service invested in structured education for diabetes patients is not collected centrally.

    Under the Health and Social Care Act (2012), NHS England has a statutory duty to conduct an annual assessment of every CCG. Since April 2013, CCGs have been assessed twice, for the period 2013/14 and for 2014/15.

    For 2016/17, NHS England will introduce a new CCG Improvement and Assessment Framework (CCG IAF). This new framework will align with NHS England’s mandate and planning process, with the aim of driving improvements in a number of key areas including the management and care of people with diabetes.

    NHS England has been working with Diabetes UK on including diabetes indicators in the CCG IAF. The proposed diabetes indicators are:

    – the percentage of diabetes patients that have achieved all three of the National Institute for Heath and Care Excellence recommended treatment targets; and

    – newly diagnosed diabetes patients referred to, or attending, a structured education course.

    Under the proposals, diabetes will also be one of the six clinical priority areas in the CCG IAF that will be overseen by an independent group.
