    To ask Mr Chancellor of the Exchequer, with reference to paragraph 2.228 of Budget 2016, when he expects the new money guidance body to be established.

    At Budget 2016, the government published its response to the Public Financial Guidance Review and launched a consultation seeking views on the government’s plans to restructure the statutory financial guidance providers – the Money Advice Service, The Pensions Advisory Service and Pension Wise. This paper, which closes on 8 June 2016, sets out a new delivery model for public financial guidance and seeks views on how, within this model, the proposed services could best be offered. The new delivery model is designed to better complement the financial guidance provided by the third sector and the industry and provide more targeted support for consumers.

    The government will consider the responses to this consultation over the summer, and in parallel, work closely with the affected organisations to finalise the delivery structure. A detailed timetable will be set out with the final response, which will be published in the autumn. The government has been clear that the three affected organisations will continue to provide guidance to consumers until at least 2018.

    A Full Business Case for the new inpatient ward at the Royal National Orthopaedic Hospital was submitted to NHS Improvement for review on 6 April 2016 and is due for consideration in June 2016. This remains a priority project for the Department and NHS Improvement.

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Anelay of St Johns on 6 June (HL320), what assessment they have made of the effects on Turkey’s candidate status for accession to the EU of the recent resolution of the German Parliament declaring the killings of Armenians by Ottoman Turks in 1915 and 1916 an act of genocide.

    The Government recognises the horrific suffering inflicted on the Armenian people and other groups living in the Ottoman Empire in the early 20th Century. The Government’s policy is that the recognition of genocide is a matter for judicial decision, rather than for governments or non-judicial bodies. The Government believes that the priority today should be to promote reconciliation between the peoples and Governments of Turkey and Armenia.

    To ask the Secretary of State for Health, if he will undertake a national review of liver transplantation services to help (a) ensure better access for patients and (b) increase capacity.

    NHS England intends to review liver transplantation services during 2018/19. There is sufficient capacity to transplant the organs that are donated currently.

    Organ donor and transplant rates have been increasing steadily over the last eight years. In 2008/09 there were 1,860 donors and 3,513 solid organ transplants. In 2015/16 these figures were 2,439 donors and 4,601 transplants. This increase of 31% in both donors and transplants over this timeframe, was achieved mainly through a strengthening of the donation infrastructure including increased specialist nurses, improved retrieval arrangements, increasing consent rates and better organ utilisation.

    The current United Kingdom strategy launched in July 2013, Taking Organ Transplantation to 2020, sets the agenda for increasing organ donation and transplantation rates still further.

    To ask Her Majesty’s Government when they will publish the scoping study on littering from vehicles legislation, and why such legislation was not implemented nationally in April.

    We expect to publish the study later this month.

    Before any regulations to tackle littering from vehicles are implemented, it will be important to get the details right. This will include matters such as the size of the fine, the form and content of the penalty notice, and exceptions to the keeper’s liability (for example if the vehicle has been stolen). We will therefore want to seek Local Authorities’ and others’ views before legislating. Any such regulations must be approved by both Houses of Parliament before coming into effect.

    Legislation to enable the seizure of vehicles involved in fly-tipping came into force in April 2015. As set out in our manifesto, we will be giving councils the power to tackle small scale fly-tipping through Penalty Notices, as an alternative to prosecutions, in spring 2016, and we will review the case for increasing fixed penalties for littering.

    The bidding and assessment process for the Homelessness Change/Platform for Life programme is now complete. We are looking forward to making an announcement of the successful bids shortly. Mental health is a key issue for homeless people – often part of a range of multiple and complex conditions. The programme will help address these mental health issues by providing decent accommodation and health support for some of the most vulnerable people in the community.
