    To ask Her Majesty’s Government how many third country nationals have been transferred to the UK from other EU member states under (1) Article 8, (2) Article 9, and (3) Article 10, of the Dublin Regulations for their asylum cases to be heard by the UK authorities in each of the years for which data are available, and from which EU member state those individuals came.

    Data on cases progressed under the Dublin Convention is recorded on the main immigration database. However, this data is not currently available in the form requested as it is not held in a way that allows it to be reported on automatically.

    Numbers of dogs destroyed as a result of being a dog of a specified type (section 1 of the Dangerous Dogs Act 1991) are not held centrally. Such records would be held by each police force.

    Public Health England has used its Public Mental Health Leadership and Workforce Development Framework to inform its review of the Public Health Skills and Knowledge Framework. This has involved consideration of public mental health competencies, combined with further feedback from stakeholders through a consultation process with input from local authorities and partner organisations.

    To ask Her Majesty’s Government how many clinicians will serve on the proposed Clinical Reference Group (CRG) for Rehabilitation and Disability; and how that number compares with the current CRGs that cover the same areas.

    To ensure that Clinical Reference Group (CRG) work dovetails with the revised operating model for specialised commissioning, NHS England proposes to simplify the operation of CRGs. It is recommended that the new CRG for Rehabilitation and Disability replaces the existing Specialist rehabilitation for patients with highly complex needs (Complex Rehabilitation) and Complex Disability Equipment Clinical Commissioning Groups. It is proposed that the new CRG should have the following membership:

    – a minimum of one member with prosthetics expertise;

    – a minimum of one member with expertise in augmentative and alternative communication aids;

    – a minimum of one member with expertise in environmental controls; and

    – and four members with Complex Rehabilitation expertise (1 from each region).

    The new CRG has eight clinical members plus a chair. In the existing two CRG configuration, there are 12 clinical members plus two chairs (one for each CRG). In addition there are also four affiliated organisation members, who tend to be clinicians, in both the current CRGs and the new configuration.

    The Government is working with delivery partners to carefully consider the Taskforce’s recommendations and aims to publish a strategic Implementation Plan in the autumn that will set out how Government and partners will deliver the recommendations. This will include detail of the governance and reporting arrangements.

    I have no plans to require individuals and organisations to be licensed to purchase fireworks.

    There is already legislation dealing with the sale and purchase of fireworks, including age restrictions and a ban on the general public from purchasing fireworks with higher levels of risk and noise.

    Defra holds regular discussions on a wide range of fisheries issues, including cod stocks, with counterparts in the Northern Ireland Executive. We are currently working together to prepare for the annual European fisheries negotiations that will take place in Brussels on 14-15 December 2015.

    To ask the Secretary of State for Defence, with reference to the planned reductions in current staff numbers in the Strategic Defence and Security Review 2015, how many of those job reductions will be in (a) 2015-16, (b) 2016-17, (c) 2017-18, (d) 2018-19, (e) 2019-20 and (f) 2020-21; and if he will make a statement.

    The civilian staff reductions announced as part of the Strategic Defence and Security Review will be managed in a number of different ways. In the short term, the Ministry of Defence has agreed to make further savings and adjustments in this current financial year as part of the Government’s commitment to reducing the deficit. This is still on-going and may mean restrictions on recruitment.

    Over the longer term, a number of change programmes already under way across the Department are reducing our civilian workforce. These programmes will continue, and individuals are already aware if they are affected. We will also drive forward programmes to consider better ways of delivering services, and explore opportunities to deliver outputs in more efficient or innovative ways.

    We are confident these programmes will deliver the required reductions to meet the efficiency and reform savings announced in the Spending Review and Autumn Statement 2015.

    To ask the Secretary of State for Communities and Local Government, what assessment he has made of the implications for his policies of the conclusion of the Joseph Rowntree Foundation Report entitled, Monitoring Poverty and Social Exclusion 2015, that the rise in homeless households from 40,000 to 53,000 between 2009-10 and 2014-15 was primarily due to families reaching the end of their private rented tenancies.

    One person without a home is one too many. The Government has invested over £500 million since 2010, enabling local authorities to help 935,800 households from becoming homeless.

    But there is more to do to prevent homelessness and we are working with homelessness organisations and across departments to consider options, including legislation, to prevent more people from becoming homeless in the first place including as a result of the ending of an Assured Shorthold Tenancy
