    To ask the Secretary of State for Foreign and Commonwealth Affairs, what information his Department holds on the number of political prisoners in the Maldives.

    The Maldives Police Service reports that in the past two years there have been 140 cases brought against those arrested at political rallies for disobeying police orders, obstructing police duties or committing or encouraging acts defined by the Maldivian authorities as terrorism. The opposition claims the total number facing politically motivated charges is much higher.

    However, the number of individuals who have been sentenced to prison on charges we assess to be politically motivated is significantly lower. These individuals include former President Mohamed Nasheed, Adhaalath Party leader Sheikh Imran Abdulla and former Defence Minister Mohamed Nazim amongst others.

    As with all policy development to inform decision making the Government received and considered a range of representations from a number of stakeholders before and after the announcement in the Spending Review, 25 November 2015.

    These representations involved discussions with officials in the Department and from its arm’s length bodies, The Council of Deans of Health and Universities UK, Trade Unions, leading organisations including Royal Colleges, professional bodies and representatives from Universities.

    The number of full time equivalent staff at Palatine House in Preston is 234.12, of which 140.32 work in the Carers Allowance Unit. The headcount number for the Carers Allowance Unit for future years will be agreed as part of the Department’s routine annual resource allocation process.

    We recognise that the distribution of high needs funding needs reform. There are currently wide variations in the funding provided for children with similar needs in different areas. Our aim is to make that distribution fairer. To help achieve this, we commissioned the Isos Partnership to undertake some research so that we could see where changes to the future funding of special educational needs might be needed.

    To ask the Secretary of State for the Home Department, what recent steps she has taken to tackle online fraud.

    The Government takes fraud including online fraud incredibly seriously. That is why we established the Economic Crime Command and the National Cyber Crime Unit in the National Crime Agency to tackle the most sophisticated international cybercriminals and fraudsters. We have also made significant investment in Action Fraud and the National Fraud Intelligence Bureau, both operated by City of London Police, to improve our intelligence on fraud and provide a better disruption response.

    We are also investing in regional and local police capabilities to tackle fraud. This includes, establishing cyber teams at a regional level to support the National Crime Agency and local forces in more complex digital investigations, training police officers and staff in how to identify and secure evidence on digital devices, and launching a network of police officers to offer advice on cybercrime and fraud to individuals and businesses across the country.

    Furthermore, as the Chancellor announced on 17 November, we plan to almost double investment in cyber security, including cyber crime, to £1.9billion. Many successful frauds and cybercrimes could be prevented. Through the most recent phase of our Cyber Streetwise campaign, we are helping to educate the public and businesses on the importance of adopting simple security measures, such as installing security software and stronger passwords.

    Industry also has a role to play in fraud and cyber crime prevention. That is why we are working with the banking sector and law enforcement agencies to more effectively disrupt fraudsters and protect victims. This work will be a key part of the Government’s Modern Crime Prevention Strategy, which the Government intends to publish next year.

    Experimental data on non-specialist out of area treatments for inpatients has been published by the Health and Social Care Information Centre (HSCIC) since July 2015. Non specialist includes acute, older adult, psychiatric intensive care and rehabilitation treatment. There will be a gap in publication of this data from March 2016 whilst a new dataset is being introduced by HSCIC which will include data on out of area treatments.

    The Multi Agency Risk Assessment Conference (MARAC) chair or coordinator for each local authority area is responsible for scheduling meetings and notifying partners (including the National Probation Service (NPS)) of cases that are to be discussed. A representative of the NPS attends any meetings where offenders subject to NPS supervision are to be discussed.

    In-line with the recommendations of the Independent Mental Health Taskforce published in February 2016, we have set a national ambition to eliminate inappropriate out of area treatments for adult acute inpatient care as a result of local acute bed pressures by 2020/21 at the latest. To achieve this ambition we expect areas to put in place local action plans and achieve year on year reductions from 2016/17.
