NHS England has a clear commitment that spending on mental health should increase year-on-year by an amount at least as great as the overall growth in clinical commissioning group (CCG) baseline allocations. From this year, NHS England’s budget and financial reporting will be aligned to specific mental health priorities, increasing transparency and allowing additional resources to be tracked at CCG level.

DFID Nepal has signed an overarching Development Partnership Arrangement with the Government of Nepal that enshrines the partnership principles, one of which is respect for human rights. At the programme level, our Memorandum of Understandings with the Government also include a specific clause that state conditions regarding respect for human rights attached to financial aid funds.

To ask the Secretary of State for the Home Department, how many .22 calibre semi-automatic rifles are held by firearm certificate holders in (a) England and Wales, (b) Scotland and (c) Northern Ireland; and how many of those rifles are conditioned for the purpose of (i) shooting vermin and ground game and (ii) target shooting.

I can confirm that the information requested on the number of .22 calibre semi-automatic rifles held by certificate holders in England and Wales is available. However, as it takes time to extract this information from our systems, I will write separately with our response and place a copy of the reply in the House Library.
The licensing of firearms in Scotland and Northern Ireland is a matter for the Chief Constable of the Police Service of Scotland and the Department of Justice for Northern Ireland. Information in respect of firearms in those jurisdictions is not held centrally by the Home Office.
I am unable to provide the information requested on the number of legally owned .22 calibre semi-automatic rifles used in criminal offences as it is not collected centrally.

To ask Her Majesty’s Government what assessment they have made of the measures that are in place to ensure that asylum seekers in refugee camps in Calais have access to the Family Reunification system.

All migrants, including families and children, in Calais who wish to seek asylum should do so in France and provide information to the French asylum authorities about any family members in other Member States, including the UK. We will consider any request made to us by the French asylum authorities to take responsibility for an asylum applicant in France because they have close family who are legally in the UK in accordance with the terms of the Dublin Regulation concerning the principle of family unity and the best interests of the child.
If not claiming asylum, individual migrants in France, as in any other country, are entitled to apply under the Family Reunion provisions to join relatives in the UK by making the appropriate visa application.
Under the UK-France Joint Declaration of 20 August 2015, the UK has increased the frequency of communications campaigns involving British officials, French authorities and NGOs speaking to migrants in Calais to inform migrants of the reality of life in the UK, and their rights to claim asylum in France. The UK is also helping to fund dedicated facilities away from Calais to allow migrants to reflect on next steps and to consider an asylum claim.

The public consultation on a potential resettlement of the British Indian Ocean Territory concluded on 27 October 2015, and the summary of its responses was published by the Government on 21 January 2016. The Government is now considering all the relevant material, including these responses, and the recent independent feasibility study published in February 2015. The consultation is now closed and it is for the government to now make a decision.

Protecting our pollinators is a priority for this Government. They are an essential part of our environment and play a crucial role in food production.
Our National Pollinator Strategy sets out comprehensive measures to support pollinators and identifies actions for everyone, be they land managers, councils, or window-box gardeners, to do their bit.
The “Bees’ Needs” campaign (www.beesneeds.org.uk) is included in the Strategy and explains what action can be taken to provide food, shelter and nest sites for pollinators. It contains a series of information sheets providing practical advice to local authorities, businesses and gardeners about managing urban or industrial green spaces and gardens for bees and other pollinators.

To ask the Secretary of State for Health, what guidance his Department provides to district nurses on discussing do not resuscitate orders with patients and next of kin.

The Department has not itself issued guidance on this subject, but has commended to National Health Service trusts and NHS foundation trusts guidance for healthcare professionals prepared jointly by the British Medical Association, the Resuscitation Council (UK) and the Royal College of Nursing entitled Decisions relating to cardiopulmonary resuscitation. The latest version of the guidance was published in October 2014 and took account of the Court of Appeal’s judgment, handed down in June 2014, in the case of R (on the application of Tracey) v (1) Cambridge University Hospitals NHS Foundation Trust (2) Secretary of State for Health. The Court of Appeal concluded that there was duty to consult a patient, or those close to the patient, about a Do Not Attempt Cardiopulmonary Resuscitation decision unless that consultation is likely to cause physical or psychological harm to the patient.
